Choas is opgericht door filmproducenten Anne van der Ven en Sam Godfried, beiden met een breed en divers netwerk in de Nederlandse filmwereld. Door hun netwerk en ervaring zien ze waar kansen liggen en kunnen ze actief kennis en toegang delen met groepen die vaak over het hoofd worden gezien.
Het bestuur van stichting Choas bestaat uit Behnaz Zadeh (voorzitter), Elizabeth Francisco (penningmeester) en Rashid Rijkaard (secretaris).
