The Evaluators' Collective was created in 2017 to enhance the theory and practice of the discipline of evaluation. The four-quadrant quality model emerged from Dr Lyn Alderman's doctoral research study titled From policy borrowing to implementation: an illuminative evaluation of learning and teaching in higher education in Australia (2002 to 2008). This model will guide strategic decision-making about the when, where, why and how of implementing knowledge transfer methodologies to create knowledge brokerage. The Four-Quadrant Quality Model – accountability, improvement, performance, and investment – offers an opportunity to determine the level and appetite by policy makers and decision-makers for strategic decision-making, leading to widespread change.
