The Welsh Leader Development Program is named in honor of retired CSAF General Mark A. Welsh III, who coined the term “every Airman has a story” and epitomizes the leadership and leader development disposition graduates of the Air Officer Commanding (AOC) Intermediate Development Education (IDE) experience are expected to possess. Gen Welsh also served as an Air Officer Commanding (AOC) and Commandant of the United States Air Force Academy.
The objective of the AOC Program is to educate, develop, and train world-class commanders. AOCs are expected to be Leaders of Character (LoC) who live honorably, lift others and elevate team performance, assessed by three core outcomes: Modeling, Developing and Leading. The AOC IDE program has three main purposes: 1) For AOCs to demonstrate a developmental mindset to continually develop as a LoC; 2) AOCs apply the knowledge, skills and abilities (KSA) to be effective leader developers at USAFA utilizing the LOC framework; and 3) AOCs practice these KSAs in order to be highly effective future operational air and space squadron commanders.
This program is led by the USAFA Center for Character and Leadership Development in partnership with the University of Colorado, Colorado Springs (UCCS). This three-year developmental assignment begins with a one-year graduate degree program awarding a M.A in Leadership and Counseling. This program includes a forty-five credit hour program focused on personal and professional growth and development to improve emotional intelligence and equipped with the KSA to effectively develop Leaders of Character at USAFA.
