הרשות לפיתוח הגליל הינה רשות ממשלתית שהוקמה עפ"י חוק בשנת 1993 הפועלת תחת משרד נגב וגליל וחוסן לאומי ברשות השר יצחק (שמעון) וסרלאוף.
תפקידיה העיקריים של הרשות הינם: קידום פעולות לפיתוחו הכלכלי, החברתי והמדעי-טכנולוגי של הגליל, תיאום בין משרדי הממשלה, הרשויות המקומיות והגופים העושים לפיתוחו של הגליל וייזום פעולות ליישובו של הגליל.
פעילותה של הרשות מתאפיינת בכך שיש לה נגיעה במגוון רחב של תחומים - התיישבות, תעסוקה, תשתיות, חינוך ואקדמיה, תיירות, תרבות ועוד. לפיכך יש לרשות את היכולת לקדם מהלכים לפיתוחו של הגליל מתוך ראיה מערכתית וכוללת.
הרשות כפופה לחוק חובת המכרזים, התשנ"ב-1992 ופועלת באמצעות קולות קוראים, מכרזים פומביים, נוהלי תמיכות, מיזמים משותפים ופטור ממכרז.
לרשות, מועצה הכוללת קשת רחבה ומייצגת של אנשי הגליל ובכללם: נציגי משרדי הממשלה, ראשי כל הרשויות המקומיות בגליל, נציגי מוסדות להשכלה גבוהה, מנהלי בתי חולים, התאחדות התעשיינים, נציגי ההסתדרות החדשה, הסוכנות היהודית, הקרן הקיימת לישראל, חברי כנסת, תושבי הגליל ונציגי ציבור הממונים על ידי השר.
