پژوهشگاه رنگ (با نام اولیه پژوهشکده صنایع رنگ) از زیرمجموعه های وزارت علوم، تحقیقات و فناوری می باشد، که رییس این مجموعه در هر دوره بوسیله مقام عالی وزارت عتف تعیین می گردد. این پژوهشگاه در سال ۱۳۷۷ با در اختیار داشتن دو اتاق در ساختمان معاونت پژوهشی وزارت عتف وقت فعالیتهای خود را آغاز نمود. اولین سرپرست این پژوهشگاه آقای دکتر علی اصغر صباغ الوانی بودند. پس از فعالیت و هسته گذاری اولیه پژوهشگاه (شامل تأسیس، تدوین اساسنامه، خرید ساختمان، بودجه و تشکیلات، کتابخانه، گروههای پژوهشی، استخدام و استقرار اعضای هیات علمی و کارمندان)، آقای دکتر علیرضا میرحبیبی، به سمت ریاست پژوهشگاه منصوب شدند و از سال ۱۳۷۹ تا سال ۱۳۸۵ هدایت مجموعه را بر عهده داشتند و در سال ۱۳۸۵ آقای دکتر علی اکبر یوسفی، عهدهدار ریاست مجموعه گردیدند. پس از ایشان در بهمنماه سال ۱۳۸۸ آقای دکتر سعید پورمهدیان به ریاست پژوهشگاه منصوب شد. در ادامه در آبان ماه سال ۱۳۹۴ سرکار خانم پروفسور زهرا رنجبر، جایگزین ریاست قبلی این پژوهشگاه گردیدند.
این مرکز علمی-پژوهشی با تلاش و کوشش اعضای هیات علمی، کارشناسان، کارکنان و کادر مدیریتی خود در سال ۱۳۹۱ به موسسه پژوهشی علوم و فناوری رنگ و پوشش ارتقاء یافت. پیشرفتهای این مجموعه به همین جا ختم نشد و نهایتاً در سال ۱۳۹۷ این مجموعه به بالاترین سطح ساختاری پژوهشی در کشور رسید و به عنوان پژوهشگاه رنگ معرفی گردید.
