中山科學研究院成立於民國五十八年，經長期努力逐步建立完整國防科技與大型系統研發、管理與整合能量，為我國國防科技的重要研發機構。本院歷年研發完成的武器裝備包括：經國號戰機、各型地對空、攻船及空對空飛彈武器系統、艦用戰鬥系統、各式雷達、指管通情與資訊防護系統，均已完成部署，並擔負戰備任務。
民國八十三年配合國防部「軍民通用科技發展基金」之成立，本院開始推動軍民通用科技計畫，落實國防科技擴散於民生工業與協助國家經濟發展之目標，藉由民生產業技術的發展，進而支持軍品開發，有效提升國力。103年正式轉型成為「行政法人國家中山科學研究院」。
本院國防科技研發計畫考量我科技能量與國防財力支應能力，並參照世界先進之武器發展趨勢，研擬發展項目，突破關鍵技術，研發「武器精、戰力強」之高性能武器系統，包括電子、資訊戰關鍵技術開發，與先進武器系統整合研製。此外亦持續推動國內主要研究機構的互動；藉擴展學術合作研究，增進學術機構參與國防科技之基礎研究。今後亦將透過軍通科技發展，提昇產業技術研發能力，以有效達成「國防自主、科技自主」目標。
「結合民間力量，發展國防科技工業，達成獨立自主之國防建設」為國防二法的主要政策之一。本院更將遵此為國防建設與經濟發展之緊密結合盡最大努力，不負國人期望。
