Daniel is Managing Director at Water Resources East, the independent not-for-profit membership organisation tasked by government to create a long-term water resources plan for all sectors and the environment in Eastern England. WRE is one of five regional groups working with regulators as part of the National Framework for Water Resources. But our vision goes beyond this; we aim for the east of England to be seen as an international exemplar of collaborative, integrated water management.Daniel was previously a Deputy Director at Defra, responsible for farming policy and trade in agri-food:- oversight of the farming sectors (livestock, dairy, cereals, horti) - international agreements on agri-food including future trade deals- greenhouse gas emissions from agriculture- policy on organics and fertilisers.Before that, Daniel was Head of Adaptation at the Committee on Climate Change, leading the secretariat supporting the Adaptation Sub-Committee chaired by Lord Krebs and later Baroness Brown of Cambridge. The committee provides independent, expert advice to the UK and devolved governments on climate change risk and opportunities and reports to Parliament on progress by the National Adaptation Programme.Prior to joining the CCC, Daniel spent nine years at Defra in a number of strategy and policy roles primarily relating to climate change, carbon reduction and flood risk management. He was the architect behind the 'Partnership Funding' approach to flood and coastal defences in England and led the team that in June 2013 announced the way forward on the future of flood insurance in high risk areas ('FloodRe').Daniel has a masters degree in operational research and a background in business and IT consulting.
