I Hsun Chen was born in Taipei, Taiwan. He received his B.B.A. and M.S. degree in Information Management from Tam-Kang University and Fu-Jen Catholic University, Taiwan, respectively. He was a member of the varsity team at the competition of InnoServe Award in 2012, and also participated in the academic exchange program of FJCU and UNSW Australia; he dedicated his research to data mining and online social network analysis through algorithm programming in his school days.At the time in MOHW, he conducted the information system upgrade and data center expansion program with his colleagues.
