Responsible for identifying, qualifying and attracting business and industry to the City of Danville as a member in one of the top economic development programs in the United States.(April edition of Site Selection Magazine; April/May edition fDi; March edition Trade & Industry Development) that announced more than 6,774 jobs and new investment exceeding $700 million since 2004. Coordinated aggressive lead and prospect generation through extensive travel and networking in the United States and abroad. Developed prospect proposals and coordinated prospect site visits. Conducted research and prepared complex proposals to include federal, state and local financing and incentive opportunities. Facilitated new construction for retail, commercial and industrial clients. Served as liaison with public and private organizations in the development of special projects. Collaborated with state and regional leadership to develop emerging target markets to accelerate Danville’s transition from declining industry sectors.Served as interim Executive Director for six months in 2007 during leadership transition.

Served as Special Assistant to the President for Grant and Community Development. Tasked with securing $250,000 in grant funding and exceeded this goal in less than 18 months by obtaining more then $800,000. Worked with the Director of Annual Giving and Alumni Relations to develop an alumni-based student recruitment strategy. Served as the recruitment contact by attending more then 50 college fairs, career days and application fairs in Kentucky, Maryland, Ohio, Pennsylvania, Virginia, West Virginia and Toronto, Ontario.

Served as project manager for MountainMade Ventures, a $4.5 million national pilot program utilizing technology as a means of economic development to provide new opportunities for the self-sufficiency of residents of rural areas. Developed relationship program with existing artisan organizations. Through presentations and workshops for these groups, recruited more than 400 West Virginia artisans. Secured more than $300,000 in private and state grant funds. Through a matrix team approach; developed, maintained and managed a state-the-art E-commerce enterprise that included a website (www.mountainmade.com), retail gallery and order fulfillment facility. Researched and developed new opportunities to enhance and expand the program. Worked closely with private, non-profit, local, state, and federal agencies and organizations to develop alternative, long-term funding and support for all aspects of program. Increased the economic activity among existing and potential West Virginia artisans through the effective use of the Internet as a commercial vehicle.

Provided support and technical assistance to 7 counties and 24 municipalities covering approximately 2,400 square miles and served approximately 110,000 residents. Wrote and administered grants totaling $40,000,000. Resolved a financial crisis by eliminating an inherited $116,000 deficit and then assisted in bringing a $110 million federal correctional facility to Gilmer County and secured $20 million in funding for water and sanitary sewer projects to be completed in 9 communities. Worked with USDA-Rural Development to plan and utilize “The Collaborative Approach to Community Development.” Conceived and developed “Hollow Made” as a non-traditional economic development program. Hollow Made was an idea to work with local artisans and develop their business skills to the same level as their artistic skills. The idea morphed into Mountain Made and became a national pilot program for rural economic development.

Responsible for community development, economic development, zoning and building code enforcement, inspections and tourism for a city of 11,000 residents. Resolved a five-year-old mortgage delinquency situation in a public housing fund and brought the majority of participants’ into compliance. Initiated a downtown revitalization effort that resulted in increased tourism and related revenue. Procured the consulting services of Duany Plater-Zyberk & Company (DPZ) to assist in the community redevelopment plans. Initiated a tax increment financing (TIF) district plan to provide revenues for downtown redevelopment and business recruitment. Developed a Land Use Plan to comply with state enabling legislation that addressed population, economy, natural resources, cultural resources, community facilities, and housing.

Participated in the planning and development of the first countywide, multi-jurisdictional Planning Department in the state of South Carolina. Prepared and implemented current and long-range planning and zoning code enforcement for more than 60,000 residents in Greenwood County and the cities of Greenwood, Ware Shoals, Ninety Six, Hodges and Troy. Responsible for expansion plans of county recycling program, enhanced 911 system, the Master Street Address Guide, and assisted in county land use project planning and implementation. Drafted City/County ordinances and assisted the Economic Development Office in site location and preparation for new industries and commercial expansion. Assisted in the development of countywide GIS system.

Conducted planning for a city of 12,000 residents. Administered zoning ordinances, subdivision regulations, and enforced zoning laws. Interpreted code requirements and approved plans, specifications and subdivision standards. Provided technical assistance to Conway, Main Street USA Incorporated, and Kingston Pointe Development Corporation to acquire and retain new businesses for the downtown and riverfront revitalization and development program.
