Manager Of Mountain Made VenturesNational Technology Transfer Center 1999 - 2001Served as project manager for MountainMade Ventures, a $4.5 million national pilot program utilizing technology as a means of economic development to provide new opportunities for the self-sufficiency of residents of rural areas. Developed relationship program with existing artisan organizations. Through presentations and workshops for these groups, recruited more than 400 West Virginia artisans. Secured more than $300,000 in private and state grant funds. Through a matrix team approach; developed, maintained and managed a state-the-art E-commerce enterprise that included a website (www.mountainmade.com), retail gallery and order fulfillment facility. Researched and developed new opportunities to enhance and expand the program. Worked closely with private, non-profit, local, state, and federal agencies and organizations to develop alternative, long-term funding and support for all aspects of program. Increased the economic activity among existing and potential West Virginia artisans through the effective use of the Internet as a commercial vehicle.

Executive DirectorRegion Vii Planning And Development Council 1997 - 1999Provided support and technical assistance to 7 counties and 24 municipalities covering approximately 2,400 square miles and served approximately 110,000 residents. Wrote and administered grants totaling $40,000,000. Resolved a financial crisis by eliminating an inherited $116,000 deficit and then assisted in bringing a $110 million federal correctional facility to Gilmer County and secured $20 million in funding for water and sanitary sewer projects to be completed in 9 communities. Worked with USDA-Rural Development to plan and utilize “The Collaborative Approach to Community Development.” Conceived and developed “Hollow Made” as a non-traditional economic development program. Hollow Made was an idea to work with local artisans and develop their business skills to the same level as their artistic skills. The idea morphed into Mountain Made and became a national pilot program for rural economic development.

Resolved a five-year-old mortgage delinquency situation in a public housing fund and brought the majority of participants’ into compliance. Initiated a downtown revitalization effort that resulted in increased tourism and related revenue. Procured the consulting services of Duany Plater-Zyberk & Company (DPZ) to assist in the community redevelopment plans. Initiated a tax increment financing (TIF) district plan to provide revenues for downtown redevelopment and business recruitment. Developed a Land Use Plan to comply with state enabling legislation that addressed population, economy, natural resources, cultural resources, community facilities, and housing.
