Located at Culham Science Centre near Abingdon, Oxfordshire Advanced Skills (OAS) is a partnership between the UK Atomic Energy Authority and the Science & Technology Facilities Council.As part of the Fusion Foundation Programme, OAS Phase 3 will develop apprenticeships over five key industrial sectors in several locations, as well as extending the available training to BTEC levels 4 to 8. With a total investment in excess of £30 million, the developments will deliver even more high-quality training in some of the most strategically important sectors to the UK economy. Paul is leading in a programme-level approach to the scheme which includes such deliverables as:- Construction of a new £9.3m extension to the existing apprentice training facility in Culham, including steering the project through a complex planning process. When complete, OAS Phase 3 will create a further 120 technicians, engineers and scientists every year.- Development of apprentice curriculums in in-demand sectors that support nuclear fusion, including robotics, data science, nuclear technology, automation and cyber technology- An equality, diversity and inclusion (ED&I) based pilot study to improve access and awareness of apprenticeships to under-represented and minority groups - A R&D study examining the extents to which embodied carbon and whole life carbon can be reduced in building specification, construction, operation, including those of circular economy- Supporting the UKAEA’s examination of shortlisted sites for the UK’s first commerical nuclear fusion reactor; subsequently developing a new apprentice training training facility at the chosen site

Multi-disciplinary programme management supporting the development and delivery of the emerging Local Plan and the Birkenhead Regeneration Framework; a twenty-year plan which sets out the most radical proposals for the town since the 1947 Town Plan. Specific responsibilities include:• programme management of enabling works and masterplanning for a 37-acre mixed-use development incorporating up to 1,200 dwellings and of value c.£450m in Birkenhead town centre;• expansion of highways and transportation policy across the peninsula including active travel, parking and EV charging deployment;• development of a sustainable energy programme including upgrades to existing infrastructure and a district heat network, and• improvements to governance, risk management and procurement across an emerging multi-£billion portfolio.

I provided strategic leadership across a number of major projects in the Ports of Sheerness and Great Yarmouth to accord with the Group’s aspirations for medium to long-term growth. Reporting directly into the Executive Committee, I was responsible for delivery of projects that meet future and emerging business needs.

I was engaged as a self-employed consultant at Stansted Airport as Programme Manager of Terminal and Buildings projects. I was responsible for construction of a range of projects across the airport campus including security, immigration, retail, passenger experience and property, integrating other disciplines such as IT and M&E. I also had a primary focus to develop and maintain relationships with key decision makers and influencers across the business, up to and including the CEO.

Responsibilities across the five-year £1bn Capital Infrastructure Programme (Q5 and Q6). My £30m portfolio covered such diverse areas as asset stewardship, passenger experience, terminal management, surface access and commercial developments, delivered using NEC3 under options A, C and E. In 2012-13, I managed the Minor Projects portfolio - a deck of about 80 smaller value, lower-risk projects and delivering expenditure of up to £4m per month. I led a number of Continuous Improvement initiatives at Gatwick, resulting in soft cost-savings of c£150,000 per annum. In 2013, I earned Gatwick’s annual recognition award for his work in this field.
