Simon Roberts is the Managing Director of Threat, Vulnerability, and Risk Solutions Ltd. Mar 2019 – Oct 2021. Previously a Director of Security at Camor he was the lead for security strategy, training, & operations. He led the development of a DfT supported general security awareness training project for all staff across aviation. Using a gamified 3D immersive learning platform, together with the development of a security app & LMS. He project managed a number of key programs within CAMOR, providing protective security advice to events and reviewing the safety & security at national arenas & events. He advised a multi-national postal company on risk in Publicly Assessable Locations relating to the design & introduction of corporate infrastructure. Providing strategic guidance, threat assessments, site vulnerability assessments & processes (incl. staff training), emergency response plans, tabletop exercises, & ensuring they meet potential protect duty obligations. He developed a comprehensive risk register & mitigation strategy focusing on terrorist threats. He remains the lead consultant for projects involving delivery & review of security for several UK international airports, reviewing police security contracts, performance, KPIs, audit, & assessing the management of vulnerability & risks. Developing an evaluation process to assure an effective, efficient, & transparent delivery of policing & security services. He assisted the development of Security Upskill Courses to Level 4 with the SQA, qualifications in security, behavioural detection, & insider risk. The courses continue to be delivered nationally by Simon and the team. Training QA lead, Safeguarding Lead, and Equality and Diversity Lead for the delivery of training programs.

Operational Policing

I serve as a transition lead, responsible for the review of policies and procedures across four operational command units covering a large geographical area of London. Post review, I drive the design and implementation of identified improvements to ensure exceptional service delivery across operational policing delivery; securing financial savings and ensuring effective risk. I also served as an emergency response manager, leading a team of 50 tasked with the immediate reaction to critical incidents. My role required substantial risk assessment, prioritisation and resourcing. The need to process information quickly and accurately to successfully manage a diversity of issues in fast time was paramount.

National Counter Terrorism Security Office (Nactso)

I held responsibility for the delivery of national guidance and training for specialist Counter Terrorism (CT) Security Advisors. This work focused on the development of protective security around crowded places and hazardous, personal security and protection of critical national infrastructure. I worked in close liaison with UK Security Services to deliver cohesive guidance. I led delivery and was author for much of the UK Crowded Places and personal security guidance for the UK. I designed the concept and project led online E-learning, now ACT E-learning, supported by external partners - a multi award winning product,now having achieved over a 1 million sessions.I designed a security framework for MPs at home and in their constituency office.I utilised innovative learning methods including interactive online products and proactively developed learning through national exercises seeking to protect and prepare businesses against terrorist attacks.

Specialist Operations - Protective Security

I held responsibility for the coordination and appropriate dissemination of protective security intelligence and advice for London. I conducted reviews of attack methodology and their potential impact on London. As the lead for the MPS covert security testing team, I oversaw the proactive covert security testing of critical and iconic sites around London; reviewing security practices, physical security, policies and protocols and recommending and implementing actions plans.

Operational Policing

Partnership - I developed resilient community and multi-agency engagement, productively securing satisfaction through the proactive reduction anti-social behaviour and crime. Responsible for the management of licensing, anti-social behaviour, prolific and youth offenders, I introduced and developed a specialist anti-social behaviour team; securing a 30% reduction in this offending.Response - I directed a team of 50 staff, responding to immediate requirements on a 24/7 basis. This work may be considered to be among the most demanding and high pressure, requiring calm reflection and yet fast response to continuously evolving risk and threat across the community.

Territorial Support Group

I led teams in this fast response unit addressing some of the most challenging and dangerous situations across London and the UK. This role required the calmest and most reasoned approach to manage exceptionally demanding and heightened situations. I gathered, researched and utilised intelligence and was engaged in protracted and demanding surveillance operations. I worked in liaison with a variety of partners providing support throughout the UK, including covert surveillance environments, counter terrorism commands, murder squads and specialist gang investigation units.

Operational Policing

Beginning my service as a constable, I built a strong foundation of enquiry, observation and personal interaction. I provided immediate response to critical incidents and management of operational activities. I served on a specialist crime squad, investigating and mitigating crime. I demonstrated exceptional conflict management skills and an ability to connect meaningfully.
