• Provides high-level guidance and oversight to the Iraq Program Managers, and their respective technical teams with direct input from Country Director.
• Works with program and administrative staff to streamline operations in IRD Iraq office, to include identifying and improving efficiencies through the standardization of policies and procedures in line with IRD and.
• Leads efforts to develop and secure new project funding, especially emergency response programming, through capture management, proposal writing, and building of relationships with current and prospective private.
• Formulates and plans a clear vision of present and future program goals and strategies which can be clearly communicated to team members, local beneficiaries, international partners and donors.
• Liaises with donors in support of program objectives, maintaining high level of involvement in client and donor activities to achieve insight into areas where support maybe applied to accomplish client goals more.
• Develops relationships with local NGO and private sector partners and identifies areas of potential collaboration and opportunities to leverage private funding.

• Manage M&E team to support programmatic activities of Blumont.
• Identify the M&E training needs of the M&E team.
• Coach, train, and mentor M&E team to strengthening their technical capacity.
• Lead all M&E initiatives for assigned projects including monitoring data quality, tracking the progress of activities, and informing staff capacity building initiatives.
• Lead M&E system and process development, creating a framework and procedures for the monitoring and evaluation of project activities.
• Assist Program staff in clarifying project information needs.

• Provide technical support and capacity building to local partner staff and volunteers.
• Monitor program quality and assist partners in utilizing appropriate monitoring tools.
• Develop relevant program materials and documents.
• Liaise with government, NGO and UN agencies. Attend relevant coordination meetings in assigned governorate.
• Translate program materials and meetings (English/ Arabic/ Kurdish) as needed.
• Conduct project site-visits within the assigned governorate.

• Delivering data for the database (ca. 1-2 crucial legal acts and legal framework, description of relevant institutional framework, policy framework, and unique statistical data).
• Delivering a short annotated bibliography of relevant publications published in their own countries (emigration respective: no more than 10 key items).
• Delivering 6 pages explanatory note on main issues on integration viewed from their country of origin (as reflected in policies, research or discourse).
• Conduct telephone survey of 2 questionnaires x 5 questions x 5 stakeholders in the mother tongue and translate the results to English.
