Essential Duties and Responsibilities:General Management, Financial Management & AdministrationWorks with the Country Director and Director of Finance and Operations Manager to develop spending plans for each program and help ensure program compliance with all federal contracting regulations, as well as generally accepted accounting principles (GAAP);Supervises programs department, assures promulgation and compliance with security, vehicle, and personnel policies, oversees personnel management and directs the production of timely and accurate reports;Serves as Acting Country Director whenever the Country Director is unavailable, including communication and coordination with Heartland Alliance International (HAI) HQ in US-Chicago;In coordination with the Country Director, provides supervision and technical assistance to program and administration staff;Assigned to work full-time in Iraq, based in the Iraqi Kurdistan Region; andOther duties as assigned by the Country Director.Program Coordination, Grant Management, and DevelopmentWorks in coordination with Country Director to provide leadership support to all staffInteracts with project managers and staff to ensure effective program implementation, accurate data collection for reporting, quality program implementation, and budget management;Provides supervision to existing programs, assuring compliance with grant and contract requirements, and that deliverables are being met;Assists Program Managers in monitoring and evaluation of all Iraq programs;Participates in program development activities, including:Drafting of proposals particularly in the areas of rule of law, mental health services for victims of torture and other forms of abuse, implementation of various laws to support vulnerable populations, and other areas to be determined in consultation with Country Director;Maintaining up to date donor mapping for funding opportunities and meeting with donors and potential donors.

Attend relevant coordination meetings in assigned governorate.• Translate program materials and meetings (English/ Arabic/ Kurdish) as needed.• Conduct project site-visits within the assigned governorate.• Coordinate with other IRD staff through regular meetings.• Submit regular reports to supervisor.• Any other program related duties to ensure program success.

• Delivering data for the database (ca. 1-2 crucial legal acts and legal framework, description of relevant institutional framework, policy framework, and unique statistical data).• Delivering a short annotated bibliography of relevant publications published in their own countries (emigration respective: no more than 10 key items).• Delivering 6 pages explanatory note on main issues on integration viewed from their country of origin (as reflected in policies, research or discourse).• Conduct telephone survey of 2 questionnaires x 5 questions x 5 stakeholders in the mother tongue and translate the results to English.
