Hired by COMESA for the development of the Contract No. 412004835 “Asesoría Técnica en la Administración y Apoyo del Proyecto de Obras Nuevas del Activo Integral Ku Maloob Zaap” (Technical Assistance in the Administration and Support for the Project of New Production Facilities of the Integral Assets Ku Maloob Zaap) of PEMEX Exploration and Production. Responsible for the elaboration and diffusion of the Procedures and Instructions for the Document Control of the project, monitoring the EPC contractors, in Mexico, USA and Norway, to ensure that the Technical Dossiers for the new Production Facilities (basically 26 Offshore Platforms, 44 interconnecting marine Pipelines and one FPSO), were Integrated according to the PEMEX standards. The cost of this project was 6,000 MMUS$

Initially I was the technical superintendent during the basic and detail engineering phases coordinating all the engineering activities and later as Construction Coordinator at site.

Venezuela; Responsible to carrie out detail engineering and project coordination for some refinery operational projects like: a) La Botija Relief System” for the Cardón Refinery, b) New compressor for instrument air supply, c) Up grader of the Water Treatment Water supply plant for the steam boilers.From 1980 to March of 1983 I was assigned to the Project: New “Alkylation II Plant for the Cardón Refinery”. In this project I was the coordinator for the Venezuelan Engineering consisting in all the offsite facilities for the new plant and its interconnection with the other existing plants. The Basic Engineering was developed for UOP process and the EPC contract was awarded to Davy Mckee Co. I was also involve in the construction, commissioning and star up.

Venezuela - Houston

PETROZUATA, PDVSA-ConocoPhillips Joint Venture. Venezuela Extra Heavy Oil Project (VEHOP). The purpose of this project was the construction of all the upstream and midstream facilities to extract 120.000 BD of bitumen 8.5 API. The bitumen is blended down hole with naphtha to get 17 °API diluted extra heavy oil, separate the gas and water and transport the blend from San Diego de Cabrutica, 210 Km away to the upgrader plant at Jose. In this project I was the leader of the mechanical engineering discipline, for all the production facilities (upstream) of the project. I participated in all the phases of the project: Design Basis (Houston), Basic Engineering (Houston), Detail Engineering (Venezuela),Construction and Commissioning and Star Up. The cost of this project was 2,500 MMUS$
