Responsible for the guidance of the day-to-day activities of program development within the Department. These activities involve the development of policies, plans and programs for improving the state transportation system and for the development of the statewide transportation program in an efficient and cost-effective manner. Oversees the development of directives, policies and strategies for planning, programming and program development activities. In conjunction with the Secretary, assists in determining priorities of projects and prepares reports, plans and documents regarding priority projects. This position serves as a primary staff advisor to the Secretary and Chief of Staff on all planning, programming & program development matters impacting the Department. Assists the Secretary in planning and directing budgetary initiatives through state/federal legislatures and develops proposals in conjunction with departmental staff for unique funding mechanisms to implement priority projects. Provides communication among the Department, Governor’s Office and local/state/federal officials regarding requests, status and implementation of planned multimodal projects. Follows through with departmental personnel to assist in facilitating projects. The greatest challenge is to ensure the implementation of the best possible multimodal transportation system within the constraints of budgetary and socioeconomic factors. Typical problems encountered include providing liaison between the Deputy Secretary for Project Implementation, FHWA, local officials and others to resolve problems that could delay or halt programs. Provides internal coordination and resolves issues within the Department.

Accountable for directing and coordinating the project implementation, program development and operations activities of the central bureaus of the Division of Highways to ensure that highway systems are designed, constructed, maintained and operated in a safe and cost-effective manner. Advises the Director of Highways and Secretary of Transportation on program execution activities and problems at the region level and initiated courses of action to be taken. Represents the Director of Highways and Secretary in the statewide resolution of sensitive problems directly related to highways operations. Coordinates the operations of our regional offices in the absence of our Chief Engineer. Indirectly supervises a staff of approximately 4200

Accountable for administering the development of all policies necessary to direct the activities of maintenance and traffic operations as carried out statewide by the regions. Managed the emergency response activities for the Department that occurred as a result of natural or manmade disasters. Chaired the Illinois Terrorism Task Force – Transportation Committee and was responsible for the implementation of transportation infrastructure security initiatives. Other responsibilities included budget preparation and allocation of funds; development of maintenance and day labor programs; issuance of oversize/overweight permits; the central sign shop, procurement of equipment; direction of a statewide radio communications system; and development of traffic control policies, standards and specifications. Supervised a staff of approximately 135.

Responsible for developing and administering the state’s Traffic Operations policy, procedures, and programs relating to the installation and maintenance of traffic control devices and ITS systems. During this period Aaron served on various state and national traffic engineering committees. He graduated from the inagural Operations Acadamy for Senior Management Program at the University of Maryland.

Planned, organized, directed and controlled the District traffic engineering, safety engineering, work zone traffic control, pavement marking and signing programs. He established a fluid communications network to provide early response for traffic control and restoration on emergency call outs. Reviewed and designed plans for possible safety and operational problems and the proper application of traffic control devices. Initiated the advanced intersection signing for Veterans Parking, retroreflective traffic signal backplates currently in use in Illinois. He developed and oversaw and experimental study of LED in-pavement lighting installed to provide guidance on dual left turn lanes in large intersections which received national recognition. During this period he was able to hone his skills as a communicator with various entities, both internal and external as well as learning valuable supervisory skills managing technical, clerical and highway maintainer staff. While in this position Aaron was honored by receiving the District 6 Engineer of the year award.
