Supporting the Ministry of Finance, Planning and Economic Development to set up and operationalize a Climate Finance Unit - to enhance access, mobilization and tracking of climate finance from domestic and international public and private sector sources. Key Outputs undertaken include:•Grant making through design and roll out of Performance Based Climate Resilience Grants to operationalize Locally Led Adaptation Principles, through a whole of society approach. Focal person for LoCAL and LIFE-AR.. Coordinating the design of a public climate finance tracking & reporting system through Climate Change Budget tagging - assigning codes to adaptation and mitigation expenditures in the national programme budgeting system. Leading & coordinating development of a National Climate Finance Strategy to elaborate how the NDC financial requirements of USD 28Bn will be mobilized from conventional and innovative sources. •Undertaking production of cutting edge analytical works such as production of policy briefs, policy and position papers on climate change responsive fiscal policy, organization of physical and virtual outreach events such as meetings, workshops & establishment of coordination platforms . • Fostering strategic partnerships with Multi-lateral Dev’t Banks, Bilateral (other governments) and multilateral partners to mobilize green and climate finance at scale and speed.•Development of enabling frameworks for unlocking innovative climate finance. These include: National Green Taxonomy, Green Bonds Framework, a national Debt for Nature/climate Swaps mechanism and blended finance tool aimed at leveraging public and philanthropic climate finance to de-risk investments and unlock significant capital flows from the private sector.• Building capabilities of public sector agencies, private sector, civil society and local governments in climate finance readiness and preparation of bankable project pipelines for climate funds such as; GCF, Adaptation Fund, CIFs etc.

As a Focal person for climate change & environmental sustainability, I supported the Authority in building functional climate change and environmental sustainability responsive planning and budgeting systems at national and sub-national level. Key Outputs focused on development planning, strategy development, compliance assessment, budgeting and costing, stakeholder coordination and partnerships building as elaborated below: • Developed climate change and environmental sustainability sections for integration in national flagship documents such as; Uganda Vision 2040, Second and Third National Development Plans for the period 2015/16 to 2024/25. •Participated in undertaking climate vulnerability assessments and climate risk analysis to inform evidence based adaptation planning for resilient communities and economies.•Developed National Guidelines for integration of climate change, biodiversity and environmental sustainability in dev't policy, planning and budgeting. •Led and coordinated the delivery of the Uganda Green Growth Dev't Strategy 2017 – 2030, its financing strategy and a green growth Public Expenditure review. • Built capacity of 145 local governments and over 50 government agencies in integrating climate change and environmental sustainability in dev't & strategic planning and budgeting.Produced seven annual compliance assessment reports on the extent of alignment of the national budget to National Dev't Plan Climate Change commitments.Provided technical support to Zambia, The Gambia and Malawi on climate change responsive planning and budgeting.Developed project concepts and proposals resulting into mobilization of significant financial resources for building climate change responsive planning systems. Represented the Authority on National Delegations and Technical Committees that developed the NDCs, UNFCCC processes and Biennial Reports & National Communications and provided input in the UN SDG negotiations and outcome document.

Kampala, Uganda

A National Technical Role that entailed undertaking baselines on the state of appreciation of the green growth concept in Uganda, building awareness about it and coordinating its integration in development planning at the National, Sectoral and Sub-National Level. It further entailed the following:Analytical review of selected Sector Development Plans to identify green growth integration gaps, challenges and opportunities for effective integration of appropriate green growth principles;Contextualization and localization of the Green Growth concept by crafting a local definition of green growth in observance of globally endorsed principles of green growth;Undertaking cutting edge analytical research to produce evidence based policy briefs to inform the development of the Uganda Green Growth Development Strategy 2017/18 - 2029/30;Organizing, coordinating and holding national and global GGGI led strategic events to build strategic partnerships with high impact stakeholders, mobilize green finance and build impetus and thrust for the adoption of the green growth concept in Sub-Saharan Africa and North Africa Regions;Develop an Implementation Roadmap for Uganda's Green Growth Development Strategy; and Support and coordinate the drafting of the Uganda Green Growth Development Strategy.Accomplishments Delivered an Analytical Report on green growth baselines in Uganda with focus on key gaps, challenges, and opportunities to enhance effective integration of green growth principles in development planning and budgeting.Coiled a nationally accepted definition for Green Growth endorsed by a multi-Agency Steering CommitteeDelivered Uganda's first National Green Growth Implementation Roadmap (2017-2030) which sequenced the implementation of the Uganda Green Growth Development Strategy.Produced two Policy Briefs on Green Growth to bridge the apparent knowledge gaps then.Built Strategic Partnerships with influential State and Non-State Stakeholders
