Mr. Windecker is currently an Energy and Climate Advisor for the US Department of Defense, Office of the Under Secretary of Defense for Policy.Mr. Windecker warked as a senior financial analyst for the US Navy supporting Financial Improvement and Audit Readiness. Mr. Windecker has supported the Navy Energy Conservation Program by analyzing ship energy efficiency and providing program assistance and guidance to NAVSEA 05Z. Mr. Windecker has over ten years of progressive responsibility providing energy consulting services to public agencies. His areas of specialty have been energy efficiency, renewable energy, and alternative fuel. Mr. Windecker supported the mission of State Energy Offices by analyzing energy use and energy cost data, reviewing the financial metrics of energy improvement opportunities, and evaluating the impact that energy upgrades have on client mission success. He has designed new energy programs, reviewed funding proposals for energy improvement opportunities, and conducted site visits to verify compliance with program requirements. Mr. Windecker’s research has focused on the privatization of transportation systems and impact of adopting alternative fuel technology on the performance of vehicles. Mr. Windecker is published in the proceedings of the 2017 Fleet Maintenance & Modernization Symposium, the Journal Transportation Research Part D: Transport and Environment, and in the Journal of Public Transportation.
