ICS/SCADA Cybersecurity

• Led the Cyber Protection Brigade’s strategic engagements with Federally Funded Research and Development Centers (FFRDC), University Affiliated Research Centers (UARC), federal agencies, and academia.• Cultivated strong partnerships with Sandia National Laboratories (SNL), Massachusetts Institute of Technology – Lincoln Laboratory (MIT-LL), and Johns Hopkins University Applied Physics Laboratory (JHUAPL) to integrate data science capabilities into the Cyber Protection Brigade’s advanced capabilities portfolio.• Developed and implemented the Cyber Protection Brigade's college recruiting strategy, leveraging recruiting mechanisms such as the Pathways and Scholarships for Service (SFS) programs to bolster the civilian workforce. Built partnerships with several trusted Centers of Academic Excellence (CAE) to recruit recent college graduates with cutting-edge highly technical coursework.

• Program Manager for the Cyber Protection Brigade’s critical infrastructure cybersecurity program; developed the industrial control system (ICS) cybersecurity capability from the ground up, partnering with renowned ICS/SCADA experts from the U.S. Army Corps of Engineers (USACE), national laboratories, federal agencies, and private industry. • Created a tailored ICS/SCADA training program and led the unprecedented formation of a specialized task force, combining two Cyber Protection Teams to secure Army-owned ICS/SCADA assets.• Guided the development of Army Cyber Command’s methodology for safely characterizing, baselining, and threat hunting in ICS/SCADA environments. • Spearheaded a joint initiative with the CPB, U.S. Army Corps of Engineers, and Johns Hopkins University's Applied Physics Lab (JHUAPL) to introduce dependency modeling into critical Corps of Engineers processes.• Established a strong and productive relationship with ICS experts from various national laboratories that allowed ICS-focused Cyber Protection Teams to train with, test, and deploy advanced ICS cybersecurity tools in experimental scenarios.

• Established one of Army Cyber Command’s most accomplished incident response teams, and led more incident responses/vulnerability assessments over a two-year period than any other team in Army Cyber Command.• Directed two large-scale, multi-agency incident response missions in highly sensitive DoD networks, and oversaw subsequent recovery efforts.• Led industrial control system (ICS) vulnerability assessments at over 25 different DoD-owned power plants, water treatment plants, and navigation locks throughout the United States. Documented and presented cost-effective risk management plans to executive leadership.• As the founding Chief of 154 Cyber Protection Team, coached, mentored, and developed an elite crop of junior leaders who went on to excel in key leadership positions at higher levels in the organization.

• Skillfully led the Southwest Asia Cyber Center’s largest and most dynamic branch (Enterprise Network Services), with >99% availability for critical services, in multiple security domains, across a large geographic area spanning multiple countries.• Orchestrated several regional engineering projects, including the installation and integration of the theater-wide Online Certificate Status Protocol (OCSP) responder infrastructure, Microsoft Forefront Identity Manager (FIM) Global Address List (GAL) synchronization solution, and Information Technology Service Manager (ITSM) for enterprise ticketing.• Supervised the Microsoft System Center Configuration Manager (SCCM) team, responsible for the theater's enterprise patch management program. • Managed the Cyber Center's Active Directory team, performing operations and maintenance for the region's classified and unclassified Active Directory forests.• Performed Contract Officer Representative (COR) duties for the Army's Southwest Asia Microsoft Premier Support Contract, leveraging Microsoft expertise to optimize enterprise services.

• Oversaw the certification and accreditation (C&A) program for 3,000 non-standard, proprietary Logistics Information Systems (LIS) operating in Hawaii, Japan, Alaska, and Guam. • Developed, resourced, and implemented the first system operator training program, certifying 800 supply and maintenance management automation system operators in Hawaii, Alaska, Japan, and Guam. • Planned and hosted three wildly popular Logistics Automation conferences, with world-wide Army participation.• Theater manager for SAMS-E, PBUSE, SARSS, TC-AIMS, ULLS-A(E), SAAS-MOD, MC4, CAISI, CSS-VSAT, and Global Combat Support System-Army (GCSS-Army).
