As a small team we all share the responsibilities of Special District Administration, which is the core business of D2. With responsibilities to around one hundred Political Subdivisions throughout the State of Missouri, much of my time is spent on District Administration. Proper administration of these districts, such as CID and TDD, requires an intimate knowledge of Missouri tax law, particularly the TDD Act and CID Act. Close relationships are maintained with state agencies such as MEC, DED, DOR, SOS, Assessor's Office, State etc. as well as relationships with Assessors, Collectors, City Clerks Mayors, Boards and Commissions, etc. for each municipality within which we operate. A compliance analysis is done for each District at least annually. For each ongoing project certificates of reimbursable costs must be reviewed and processed on variable schedules. Annually financial reports and operating costs must be reported to, reviewed, and approved by each District's board of directors. These administrative and analytical tasks have helped me to develop a deep understanding of the connections between Political Subdivisions, Local Governments, State Governments, Real Estate Development, and Finance. When not administrating, I take the opportunity to learn about Economic Development Consulting and Public Financing Incentives Consulting directly from the two owners of D2, who together have over 40 years of industry experience. This type of work has allowed me to carry out and participate in Tax Impact Analysis, Financial Impact Analysis, TIF Analysis, Chapter 353 Redevelopment processes, General Tax Abatement processes, Public-Private Negotiations, Municipal Election Authority operations, and to a range of clients, local, national, public, and private.
