Designated as the Primary Liaison for City of Tucson to the Arizona Department of Transportation (ADOT) and the Federal High Way Administration (FHWA) for all COT's federally funded FHWA transportation projects. Designated as COT Representative for a state peer group of larger municipalities to share best practices and as COT liaison to Pima Association of Governments (PAG) and Regional Transportation Authority (RTA). This includes planning, contracting, regulation interpretation, and project management of federalized public infrastructure projects. Responsibilities include: securing federal funding for $1-$16 million capital projects, while representing broad municipal public interests on the federal level for our community, the review of contracting for consistency and compliance with administrative, regulatory, and procedural requirements. Preparing documents, evaluating performance of executed contracts, contractors and agencies through verbal and written correspondence, site visits, inspections for compliance and adopted standards, applicable laws, delivery schedules, progress inspections, reports, and all other contractual requirements as stated. Providing ongoing updates to Stakeholders and Management. Specialist in general funding oversight. Job specialties include identifying key funding requirements and imparting information on complex federal regulations to all project team members to streamline federal funding approvals needed for major public capital improvement projects. Responsible for the development of goals, objectives, policies, procedures, performance plans, project efficiency, contract performance monitoring, project review and updates to management and teams on the direction of programs/projects. Oversight of multiple complex projects occurring simultaneously, including program activities, the solicitation and management of professional outside consultant staff, to achieve project effectiveness and to meet established goals and objectives.
