Emergency Flood Assistance Project, ADB (TA Consultant)1.) Prepare a project specific procurement procedures manual in consultation with the EA/IAs to track progress.2.) Support the ADB and EA/IAs during procurement activities i.e., during evaluation of proposals and bids and preparation of evaluation reports thereof.3.) Assist and provide inputs to ensure procurement compliance with ADB Procurement Policy: Goods, Works, Non-consulting and ConsultingServices, and Procurement Regulations for ADB Borrowers: Goods, Works, Non-consulting, and Consulting Services.4.) Assist to Update the Procurement Plan including packaging of works, services, and goods with estimated cost and time schedule and assist the EA/IAs team in seeking approval from ADB.5.) Support ADB in oversight on procurement monitoring, competition, complaints, cost effectiveness and successful rolling out works, goods, consulting services, updating the procurement plans.6.) Assist in any other task assigned by the ADB project officers in the domain of Procurement and Contract administration

Support in advance procurement including but not limited to TORs preparation and procurement process for the KP-RIISP advanceprocurement package(s).2.) Ensure compliance with World Bank’s procurement regulations.3.) Strategic assessment of the procurement activities in the project to inform the timing of the procurement activity and the level of research andanalysis appropriate for the activities.4.) Cost based analysis of packages against value gained from procurement activity.5.) Analysis of the operating context of the project and identification of risks and opportunities that may need to be managed through theprocurement, e.g., currency risk, security concerns.6.) End-to-End tracking of risks and developing suitable and sustainable mitigation measures7.) Drafting and Finalization of Project Procurement Strategy for Development (PPSD)8.) Drafting and finalization of procurement plan9.) Market analysis to develop an appropriate understanding of the market sectors that have been identified as having the potential to provide the goods, services and/or works required for an activity within a project. Market research may require early market engagement to identify and mitigate risks in the procurement, e.g., to encourage suppliers to bid.10.) Strategic assessment of procurement options based on the analysis.11.) Recommendation for procurement approaches for the activities within the project12.) Support PMU and the Government with STEP procedures
