Perform the full range of supervisory duties in a unit of licensing specialists and administrative support staff. Regional managers supervise staff both directly in an office and indirectly in the field. Regional managers are responsible for assuring that child care licensing services are carried out within the requirements of federal and state laws and rules and agency policies and standards. The position provides guidance to field staff on the principles and practices of licensing, including consultation, program review and monitoring, complaint assessment, conducting licensing visits, legal actions, and responses to public inquiry. Regional managers have licensing oversight of approximately 1300 Certified Child Care Centers, 875 Certified Family Child Care homes and 1600 Registered Family Child Care homes.Regional Managers work with a wide range of local and state child care partners for regulatory and program purposes. This includes child protective services, law enforcement agencies, child care resource and referral programs, child care unions, environmental health and fire inspectors, and child care training providers. Regional Managers work closely with legal counsel to make on shared decisions on. More complex legal decisions are staffed with the regional manager; final decisions are made by the Legal and Enforcement Director, Field Operations Director and Child Care Director. Regional managers serve on the ELD leadership team developing division strategic planning, defining operational functions and effectiveness, and recommending action plans that affect division outcomes and goals.
Senior Licensing Specialist (Compliance Specialist)
--Promote the health, safety, and well-being of children in child care facilities through licensing. --Staff conduct initial licensing visits, pre-certification consult visits, announced and unannounced review and monitoring visits, assess complaint allegations against licensed facilities and allegations of possible illegal care against unlicensed facilities. --Staff apply complex federal, state, and local statutes, codes, rules, and policies related to child care licensing. --Provide technical assistance to providers and facility staff to aid in compliance with regulations and provide resource information on state quality initiatives intended to improve child outcomes. --Develop standards and procedures that guide licensing actions. --Develop and oversee the training of licensing staff to ensure that licensing policies, rules and standards are applied consistently in a wide variety of situations. --Conduct preliminary review of licensing actions and make determinations that effect child care programs. --Apply work solutions that require in-depth evaluation of complex child care issues and recommend level of sanctions or compliance actions not clearly defined in policy or regulation.

-Collaborates effectively with the Education Manager to develop work plans, policies and procedures that will guide Teachers, Assistant Teachers, and Classroom Aides.-Observes classrooms and home visits on a regular schedule and meets with education staff to identify areas of compliance, non-compliance and best practices. Assists with the preparation of short- and long-term plans in support of College and CDFS mission, vision and goals.-Manages the day-to-day department budget operations ensuring spending within budget allocation; provides input and direction to the budget planning process.-Responsible for training, personal and professional development, encouragement and motivation of employees to enhance individual skills, promote professional growth and maximize staff performance. -Responsible for employee supervision, including recruitment, selection, orientation, scheduling, evaluation, coaching, rewards/recognition, discipline, and in holding staff accountable.-Monitors compliance with applicable federal, state, and local regulations, accrediting commissions, licensing requirements.
