The plant is designed to enable a safe, highly reliable, efficient and cost effective operation. The design of the plant is in accordance with good engineering practice based on applicable international standardsThe project had been in the pipeline for several years, but the location was switched at the last minute from Jeddah city to the coastal area of Shoaiba, 50 miles to the south. Shoaiba 4 is the first of many major Greenfield desalination projects which will be built following the reorganisation of the Kingdom’s water sector in 2016.Shoaiba 4 will meet the potable water requirements of Saudi Arabia's second largest city and its five million people. Using reverse osmosis membranes, Shoaiba 4 will process up to 400,000m3/d of sea water into fresh water.

The BSP is connected to the 380 kV network by loop in & out the existing overhead transmission line between the existing Qassim-4 substation (9032) and the existing Qassim-2 substation (9025).Construction of new indoor type 380/132/13.8 KV GIS BSP named as Qassim-5 (BSP # 9059) including complete protection, metering, control, communication and SCADA equipment. The new Substation is equipped with Substation Automation System (SAS) and can be remotely controlled from the Energy Control Centre (ECC), through SCADA system, communication System and gateway. The monitoring Control and Protection system used is IEC 61850 Standard based on Substation Automation System. The project also includes addition/ modification of protection, control, communication and SCADA system at associated existing remote end substations SIS 9032 and 9025.Construction of 380/132/33kV BSP # 9064This project named as AL-Zulfi (BSP # 9064), constructed in the Al-Zulfi City to meet the rapid growing demand, Voltage problems and enhance the reliability and security of power supply in the AL-Zulfi Area. Construction of new indoor type 380/132/33 KV GIS BSP named as NEW AL-ZULFI 380/132/33 KV BSP # 9064 including complete protection, metering, control, communication and SCADA equipment. The Substation is equipped with Substation Automation System (SAS) and can be remotely controlled from the Energy Control Centre (ECC), through SCADA system, communication System and gateway. The monitoring Control and Protection system used is IEC 61850 Standard based on SAS. The project also includes addition/ modification of protection, control, communication and SCADA system at associated existing remote end substations SIS 9011, 9010 and 9029.
