Assignment: Needs assessment and development of investment plans for strengthening hydrometeorological networks in Cambodia and Lao PDRAs part of the International Project Team, My Role covered • Review the existing and planned procurement plans related to the strengthening of hydromet systems under different projects in the Ministry of Water Resources and Meteorology (MoWRAM) in Cambodia and the Ministry of Natural Resources and Environment (MoNRE) in Lao PDR. • Develop reports (one report for each country) to summarize the findings from the reviews of the existing and planned procurements for strengthening the hydromet systems.• Develop draft procurement plans (or investment plans) (one procurement plan for each country) based on the needs assessment of the existing and planned procurements. Procurement plans for procurement packages consisting of goods, civil works and consultancy services including tentative cost estimates of proposed procurement packages and timelines. • Develop draft technical specifications for goods and civil works and scopes of works for the consultancy services in the proposed procurement plans. • Conduct consultancy meetings with NMHSs and relevant agencies (one meeting in each country) to present the proposed procurement plan and receive feedback on the procurement plan. Following-up consultation meetings with relevant units/divisions should be carried out to receive further feedback (if required).• Revise and finalize procurement plans (investment plans) and technical specifications/scopes of works based on feedback and recommendations from the consultation meetings with relevant agencies.
