Wayne is effective in developing and implementing action plans which unite resources across multiple technical disciplines such as compute, network, storage, and cloud, to deliver solutions and accomplish organizational goals. He has been recognized as a leader capable of driving muti-organizational efforts, working with service managers, technical leaders, and business stakeholders to drive interim and strategic solutions during major incidents. During his career Wayne has held the coveted Cisco Certified Internetwork Expert (CCIE) certification, the Cisco Certified Voice Professional (CCVP) certification, and co-authored The Juniper Networks Reference Guide. Throughout his career Mr. Downing has demonstrated mastery over a wide-array of complex systems and communication infrastructures. Wayne was awarded the Presidential Service Badge (PSB) for exemplary service to President of the United States (41 and 42), while assigned to the White House Communications Agency during his military service. Through a great portion of his career Wayne has held a TS/SCI or SECRET security clearance, where honesty and integrity are significant factors in the adjudication process. These traits can be seen during his non-military career as well, being a trusted advisor to senior leadership, and security organizations during breaches and other international affairs impacting business services.
