Overall Responsibility: Worked as a Health Management and Leadership Mentor in Rwanda as part of the Human Resources for Health Program of the Ministry of Health supporting the strengthening of postgraduate education in health management and implementation of hospital management projects aimed at quality improvement. • Mentored senior leadership of Butare Referral Hospital on management and leadership. • Implemented quality improvement projects in Butare Referral Hospital to transform management capacity and systems. • Mentored Masters of Health care Administration (MHA) students and University of Rwanda faculty.

Jamaica

Overall Responsibly: Managed an HIV testing and treatment program in Jamaica working closely with the Ministry of Health. • Successfully implemented quality improvements programs in two hospitals (Princess Margret and Kingston Public Hospitals) to improve uptake of Provider Initiated HIV Counseling and Testing (PITC). • Managed piloting and scale up of patient retention initiatives to reduce attrition of Adult and Pediatric patients in HIV care and treatment facilities. • Conducted a human resources requirements analysis for HIV treatment in Jamaica using a human resources optimization model. • Developed a referral and linkage protocol for newly diagnosed HIV patients.• Developed end of program data analysis and recommendations for Pediatric HIV Initiative.

Overall Responsibility: Managing infrastructure development and capacity building for primary heath care service provision in rural and inaccessible locations in Thaba-Tseka and Mohale‘s Hok districts in Lesotho. Leading and coordinating a demand based human resources for health study. • Developed an assessment framework for capacity assessment of the Lesotho Flying Doctors (LFDS), an arm of the Ministry of Health servicing clinics in the mountains. Assessment successfully conducted, a capacity building plan developed based on capacity building assessment findings. • Coordinated construction of clinics in rural hard to reach areas in Thaba-Tseka and Mohale‘s Hok districts. • Coordinated the accreditation of rural health centers to provide HIV treatment services.• Coordinated a nutrition project with World Food Program (WFP) to reach pregnant women, People Living with HIV and other vulnerable groups in hard to reach areas. • Led and coordinated human resource optimization analysis study for the health sector in Lesotho. • Coordinated the development of a Maternal and Newborn Health project proposal.

Ethiopia

Overall Responsibility: Program design, implementation and monitoring and evaluation including; financial, and human resources management. • Initiated implementation of innovative MNH interventions in rural health centers in Ethiopia; including; mobile-health, midwife mentoring, motorbike ambulances, health financing for rural clinics, neonatal resuscitation, and • Led the introduction of a new technology, the Non-Pneumatic Anti-shock Garment (NASG) used for managing obstetric hemorrhage, as part of a quality improvement initiative in all Referral Hospitals in Tigria and Oromia regions. Organized training for OBGYNs, Midwives and Nurses on the use of NASG. Developed the monitoring and evaluation framework to assess the impact of the introduction of the NASG on quality of service delivery. • Led the program rollout, setting up of project team including recruitment, training and placement of staff, and baseline assessment.

Overall Responsibly: Provide program management support to the Country Director and design and oversee the implementation of M&E functions. Achievements: • Facilitated communication and feedback between County Director and Program Managers for continuous monitoring of annual action work plans. • Provided continuous technical support to create and sustain a roust M&E system for programs. • Organized planning and M&E workshops.

Overall Responsibly; Assume full responsibility for the M&E of Ethiopia Millennium Rural Initiative Health System Strengthening Project with a focus on PMTCT.Achievements; • Established the M&E system, conducted base line assessment, develop tools for collecting, analyzing, and reporting project data. • Prepared periodic reports and participated in the preparation of the annual work plans; • Assisted program managers in evidence based decision making by providing relevant and timely data on key performance indicators.

Overall Responsibly; Under the supervision of the M&E advisor, provide M&E support for the National HIV/AIDS Prevention and Control Office (HAPCO)Achievements: • Provided coordination and technical support for the development of the Multisectoral Plan of Action for Universal Access to HIV Prevention, Treatment, Care and Support 2007 – 2010. • Prepared a proposal which was instrumental for partial funding of the National Aids Spending Assessment. Successfully organized and participated in a national Training of Trainers for National Aids Spending Assessment (NASA). • Coordinated the implementation of a three year advocacy oriented HIV prevention project, sponsored by the Bill and Melinda Gates Foundation. • Provided technical assistance to the Federal HIV/AIDS Prevention and Control Office, participation on supervisory missions to Amhara and Tigray regions; participated in the preparation of annual M&E report;

Achievements: • Coordinated the preparation of 2006 annual work plan for UNAIDS country office. • Compiled annual 2005 report of UNAIDS-Ethiopia country office. • Provided organization and coordination support to UNAIDS’s work with the African Union including various regional events.
