Abubaker Ntambi is the Head of the Office of Strategy and Evaluation at the Inter-Governmental Authority on Development (IGAD), a position he assumed in January 2021. Previously, he was the Lead Strategy and Evaluation Officer at the Regional Secretariat on Small Arms (RECSA) in the Great Lakes Region from 2017 to 2020; Chief of Strategic Planning and Evaluation at the Equal Opportunities Commission (2012-2016), and; Senior Officer - Research and Evaluation in the Ministries of ICT and Ministry of Agriculture in Uganda (2006-2011).Since 2006, he has worked on multi-sectoral evaluations in the development and humanitarian sectors, leading corporate, country-level, thematic, and strategy evaluations in Kenya, Uganda, Tanzania, Rwanda, Ethiopia, Sudan, South Sudan, Djibouti, Somalia, DRC, and Central African Republic. He has advised governments and regional and global organizations (African Union, World Bank, European Union, GIZ, SIDA, and African Development Bank) on evaluation matters and contributed to integrating learning in development programming and decision-making discourses. Abubaker holds a Master's degree in Economic Policy Analysis and Management; a Master's in Business Administration (MBA) and a Bachelor's Degree in Economics from Makerere University, Uganda. He is currently pursuing a Master's in Evaluation from Saarland University in Germany. He has also co-authored some research and evaluation publications in international journals.
