Established in March 2020 by the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), the mission of the Pandemic Response Accountability Committee (PRAC) is to:• promote transparency and support independent oversight of the funds provided by the CARES Act and other related pandemic relief legislation, now totaling more than $5 trillion, and• provide oversight of those funds and the coronavirus response.

Lead a team of five associates providing risk management support for the Student and Exchange Visitor Program (SEVP), a program within DHS ICE, tasked with monitoring schools and the non-immigrant students who come to the US to study. Manage an excel-based tool that reviews over 1M student records and 16K school records to ensure compliance with federal regulations, highlighting schools in noncompliance for further investigation. Conducted internal controls testing over operations for three different units within SEVP to test the effectiveness of staff's ability to adhere to program objectives & regulations as well as to evaluate progress in mitigating gaps identified in prior GAO reports/audits. Manage an internal pipeline reporting process for a $150M business unit within Grant Thornton Global Public Sector practice. Developed an excel-based tool that leverages CRM data to report executive style dashboards and metrics to detail progress against the business unit's targets and goals. Working closely with partners and leadership, tailored the tool to detail certain aspects of the pipeline to better inform decision making and drive sales in key growth accounts. Migrated the tool into Tableau for custom visualizations and additional dashboards and metrics reporting. Lead capture activities, manage proposal teams and serve as a technical author to help win new business for the firm. Led proposal teams consisting of 20+ staff targeting contracts in excess of $20M.

Currently providing risk management support at the Department of Homeland Security Student and Exchange Visitor Program (SEVP), analyzing indicators of regulatory non-compliance for potential fraud and abuse. Past clients include the Department of the Interior and the Department of Commerce.

Grant Thornton’s Global Public Sector, based in Alexandria, Va., is a global management consulting business with the mission of providing responsive and innovative financial, performance management and systems solutions to governments and international organizations.

Supported the County in the creation of their first energy efficiency program, aimed at reducing County energy consumption by as much as 8% annually. This project involved interaction with numerous related disciplines, including: carbon mapping software; green building certification (USGBC); Energy STAR; alternative energy; green procurement; formal carbon abatement programs and agreements (ICLEI); and building automated software (BAS). He continually consulted with the Director of Property Management, offering insights derived from best practice studies of state and national municipal “green” programs. Completed a countywide pervious and impervious land cover project, as part of an ongoing effort to mitigate non point-source pollution in the County. This project involved extensive use of the County’s GIS database, requiring a unique application of County tax and parcel record information to designate land use and development trends.

Conducted academic research in support of Director of Coastal and Ocean Policy Program, focusing on the feasibility of off-shore wind farm development in North Carolina.
