I've worked with FORTUNE 50 companies to develop assessments of risk programs, conduct enterprise risk assessments, and improve their audit and SOX programs through strategic planning, implementation, and process improvement. With technology, I have developed vendor selection frameworks, assessments, and implementation roadmaps. I led workshops to collaborate and agree on common risk and compliance taxonomies and business requirements, and I provided clients with information and recommendations to enhance readiness and technical perspective.

- Conducted quality assurance and quality control activities across all parts of the Maryland Health Benefit Exchange for the Project Management Office.- Developed standardized checklists for quality assurance and control checks of key PMO activities such as project management, communications, change management, risk management, control management, and user training.

- Supported development of a risk assessment operating model and process for a cabinet-level agency that developed key reporting relationships, established a risk-aware culture, and identified and monitored enterprise risks affecting the attainment of strategic goals and objectives.- Streamlined strategic planning processes at a defense agency to better align disparate headquarters offices and increase the efficiency of the planning and budgeting process. Authored supporting policy directives and instructions documenting the future-state business processes.- Implemented strategic planning efforts for a health agency’s finance office by leading and supporting executive discussions to refresh the plan based on new leadership transitions and to execute against their strategic plan.- Developed a strategic plan for an academic and sports non-profit group serving high school students. The plan identified four focus areas with supporting action items and performance metrics.- Conducted a current state assessment of a federal acquisition training center’s learning practices and identified improvement opportunities based on leading learning practices exhibited by best-in-class learning institutions.

- Led a workforce of contractors and federal employees to develop recommendations, structure, tools, and deliverables for the development of a Strategic Communications Plan with objectives to standardize and improve communications through a variety of media formats.- Developed structures and processes for centralized performance management activities at a federal health finance office and shared service center that included definition of roles and responsibilities, skills requirements, high-level process flows, as well as tools and templates.

- Examined processes of Department of the Interior offices and their alignment with Congressional direction on the sale of federally owned land and on the purchase of nonfederal land to ease land management difficulties.- Conducted qualitative analysis on interview results from 28 managers to provide findings and recommendations for a Congressional report.

- Diverse experience as an officer of engineering divisions, as ship navigator, and as a training specialist. - Led teams of up to 33 trainers to develop, implement, and monitor training plans for two US Navy ships. Ships were ready for deployment in 32% less time. - Developed and implemented new training aids that enhanced tactics and communications for a multi-national naval exercise.
