Member of Acquisition and Grants Office’s (AGO’s) leadership team offering constructive ideas and strategic direction for improving AGO’s operations. Serves in a dual role as the AGO Chief of Staff and Director of AGO's Staff Services Management Division (SSMD). Manages, leads and provides guidance in the following areas: administrative management; budget formulation and execution; financial management, planning and reporting; acquisition and procurement program management; organizational and employee development; human resource management and human capital planning; property management; inter and intra agency agreements; and accounting, collections and billing. Plans, manages, and executes a program budget of over $50 million and directly supervises a staff of 30+ federal employees and support contractors. The NOAA AGO acquisition and grants program encompasses over 200 federal employees and nearly 100 support contractors that process, obligate, and monitor over $3.5 billion yearly to support NOAA's critical missions.

- Branch Chief for Division Services Branch responsible for direct planning, development, administration, and execution of the office’s programs including various components of budgeting and financial management, personnel management, human resources, management analysis, property management, space management and facilities, and procurement management.- Supervise, evaluate, and manage the work of division staff, including eight federal employees and three contractors.- Certified FAC-COR Level III Senior Contracting Officer’s Representative on AGO’s non-personal services contract with an estimated value of $49 Million. Provide guidance on day to day operation with the vendor’s Program Manager.- Serves as consultant and advisor to AGO management on a variety of human resources programs including staffing and classification, workforce planning, position and performance management, training, telework, incentive and performance awards, pay regulations and employee relations. Provides policy interpretation to AGO Director and Chief of Staff on existing and emerging human resources practices, and recommends workforce solutions and strategies to management to meet and exceed organizational goals.- Coordinates with immediate staff, AGO managers, and staff for multiple NOAA organizations, and NOAA Line Office CFOs, and their staff members on issues which include contracts, grants management, budgeting and fees.- Manage the allocations of resources and funds for AGO’s $55 million budget to ensure adherence to the provisions of applicable statutes pertaining to the allocations of funds and administration. Budget includes the execution of appropriated funds, collected fees, reimbursable funds, and supplemental funds from disaster relief legislation.

- Certified FAC-COR Level III (Contracting Officer's Representative) - managed a variety of contracts supporting the operations of the Acquisitions and Grants Office (AGO) in Silver Spring, MD, Norfolk, VA, Kansas City, MO, Boulder, CO, and Seattle, WA; contracts included non-personal support services, telecommunications, audit services, and IT acquisitions and maintenance; evaluated services for quality; monitored funding burn rates and adjusted received services as appropriate; drafted request packages including statements of work, independent government cost estimates, IT checklists, 508 compliance checklists, and JOFOC documents; managed quality assurance and handled vendor performance issues; briefed AGO Chief of Staff on important matters related to contract management- Served as a Fund Certifying Official and approved purchase request funding; monitored internal budgets, spending, and performance metrics; managed data calls and budget forecasting requests from the NOAA Office of Budget Execution and Deputy Undersecretary for Operations- Developed and justified budgets for mission programs and contracts- Drafted interagency agreements with multiple external clients - developed internal budgets and labor plans, formed requirements, and coordinated with the Office of General Counsel for legal reviews; managed expenditures- Served as Homeland Security Senior Management Team member; staffed the NOAA Operations Center during emergencies and natural disasters affecting NOAA facilities and employees; reviewed and updated internal AGO Continuity of Operations Plans; participated in annual preparedness, facility testing, and COOP activation exercises- Managed all office resource requirements- Led internal working groups for the purpose of improving internal administrative processes; instituted new procedures to streamline security approvals, IT provisioning, systems access, and new employee training and education

- Principal advisor to CFO/CAO and Deputy CFO for the National Environmental Satellite, Data, and Information Service- Provide analytical support on key budgetary and programmatic deliverables- Represent CFO/CAO on committees and working groups- Develop policies and procedures to improve organizational planning and the overall effectiveness of internal and external business processes- Coordinate briefings and meetings for the CFO and Deputy CFO- Provide general/over-arching communication and support to the OCFO/CAO staff

- Led the evaluation of current Census Bureau human resources programs, including the Employees Assistance Program, Career Resource Center, Corporate Hiring Program, and the 2010 Hiring Reform training sessions- Principal exit interviewer – coordinated, conducted, and codified interviews of all employees retiring, resigning, or transferring from the Census Bureau. Increased response rate from 18% in 2009 to 71% in 2010.- Synthesized and analyzed exit interview data and drafted reports for Census leadership- Served on management teams and working groups overseeing hiring reform initiatives, Census’s corporate hiring program, and upward mobility assessment- Developed, set requirements, managed usability testing, and conducted user training for the Technical Responsibility Assessment for Contractors and Employees (TRACE) to assess Bureau-wide contract work. The assessment was a mandate from the Census Bureau Operating Committee and Deputy Director. Briefed division chiefs on assessment status, staff participation, and results.- Organized, synthesized, and evaluated Census workforce competency assessment (FCAT) data for senior management to determine future training and hiring needs- Collaborated with Booz Allen Hamilton contractors to evaluate and modify the workforce competency assessment instrument an analytical tool- Developed innovative reporting techniques for better visual depictions of workforce competency data, including quadrant analysis and bubble charts- Reviewed, cataloged, and tracked appropriate HR delegations of authority from the Division Chief in accordance with Department of Commerce and OMB policies

- Led implementation of program to recruit, train, screen and deploy approximately 2,000 volunteers, worked closely with both Chicago 2016 and Booz Allen Hamilton team members driving volunteer management- Successfully managed and directed large groups of volunteer personnel during tournament events and collaborated with operations and administrative staff to solve personnel logistical problems and immediate staffing deficiencies- Solved scheduling conflicts real-time during pre-registration and credentialing based on staffing report analysis, defining options, and recommending revisions to team leaders- Recognized by the Volunteer Management Director as the most dedicated and hard working staff member at the post-tournament volunteer gathering

- Led research supporting the Director of UNC’s Center for Public Technology, the main source for the State’s technology research- Researched the streamlining of building permit processes across North Carolina - Developed a municipally financed wireless internet demand study for the Chapel Hill Downtown Partnership, researched and evaluated best practices across the United States - Conducted a study of IT Management components and requirements of schools of public administration and evaluated the lack of IT education in programs across the United States
