Leads a diverse group of highly qualified technical experts to inform compliance and regulatory approaches and ensure decisions and policy development is backed by strong scientific evidence.- Oversee the safe use of radiation throughout South Australia and regulate mining and energy resources.- Operates as the EPA’s Chief Science and Security Officer working to support the objectives under the Environment Protection Act 1993- initiating and driving major scientific and information reforms to improve the alignment, performance and environmental outcomes of the agency- oversee the EPA’s science programs and approaches, managing highly technical experts to build capacity in knowledge, evidence, and expertise to inform decision-making- responsible for ensuring the delivery of modern ICT and visualisation services to support the EPA’s work- leading the agency’s information security efforts and ensuring effective management of data, information and records in the context of cybersecurity and risk-based digital management- executive lead for digital transformation of legacy systems, spearheading the development of both inward and outward-facing platforms to better receive, process, and respond to inquiries from the community and licensees.- Assumed Executive lead for implementation of the new Radiation and Control Act (and Regulations) – first significant overhaul of this legislation in 40yrs. Community and industry engagement. Policy development. Strategic forward thinking on how to use legislation to enact meaningful change. Operational implementation. Resource limitations and managing competing demands within strict legislative timeframes.- Assumed executive lead for key projects including State of the Environment Report, St Kilda Mangroves, and project managing relocation of EPA scientific laboratories

Director of Corporate & Business Operations for the broader COVID Quarantine South Australia, incorporating medi-hotels, alternative quarantine and home quarantine. Responsible for procurement, governance, financial and accounting, strategic media and communications, correspondence coordination including complaints and Ministerial responses, planning and policy development and high level stakeholder engagement / relationship management.

Works closely with the Chief and Deputy Chief Public Health Officers. Reports to the Deputy Chief Executive. Responsible for all Medi-hotels in South Australia with multi million dollar budget. 360-degree coordination for the Medi-hotel and quarantine workforce, totalling more than 900 people.Led procurement and contracted six Medi-hotels to ensure the long-term viability of the quarantine program, which involved extensive executive negotiations. Sought and granted major funds to operationalise the program, for security and other key internal and external partners.As Executive Director, developed a safe and efficient quarantine program which was Nationally certified as 'gold standard' incorporating private and government partners, a robust strategic framework and complemented by an audit and assurance program which resulted in more than 35,000 people serving quarantine periods in SA. This includes special interest groups such as seasonal workers, and high profile groups who provide significant economic value to the state.Successfully negotiated and attained Cabinet funding to introduce the Medi-hotel staff allowance. Identified and rectified significant retention and pay issues. Directed pay to staff and not owners, which ensured the viability of the program. Also developed, funded and implemented mental health training and an EAP program across the quarantine program.Represented SA Health at COVID Parliamentary Select Committee.

Head-hunted by senior health executives to take up a newly created position to provide strategic oversight of security of the quarantine facilities. Reported direct to the DCE on strategic issues and the Agency Security Executive on operational matters.Executive lead for security operations within the Medi-hotels. Successfully negotiated with the ADF to take on a broader security role in partnership with the SA Police.Implemented a new security model across the system. Gained funding and implemented and enhanced CCTV systems across all Medi-hotels, including AI capability and an occupational review of work stations.

SAPOL lead for managing supervised Medi-hotel sites in South Australia. Reported directly to the Covid-19 Commander at Assistant Commissioner level. Approx 97 police, 79 ADF and indirectly 351 security personnel.Developed and implemented a robust security overlay model for all quarantine facilities, incorporating private security, SA police and ADF personnel.Oversaw the creation of new site risk assessments on a 24/7 model. Negotiated permanent staff as dedicated quarantine workers.Changed SA Health working practices to overcome risks and implemented a more robust and defendable arrival and departure process, which reduced the spread of Covid-19.Implemented a multi-agency daily ‘huddle’ on site at each Medi-hotel and resolved issues with speed, accuracy and transparency.Established new quarantine facility at Mount Gambier for returning SA residents from Victoria. Created a FIFO model with robust security measures. Onboarded new stakeholder groups.

Managed the investigation of SAPOL employees involved in complaints, misconduct, criminality and other issues. Investigated allegations of abuse of public office and systematic maladministration. Utilised specialist overt and covert resource to gather evidence.Managed a team of investigators and intelligence officers to ensure compliance with legislative requirements. Liaised with the ICAC Commissioner and Director of Office of Public Integrity to gain a consistent interpretation and application of the Police Complaints and Discipline Act 2016.Implemented a new early intervention unit within IIS to use data analytics to identify trends with individuals or areas. Established effective relationship with Office for Public Integrity and streamlined the complaint process.Implemented a new assessment and allocations unit within IIS to streamline the process of complaint referrals and provide consistency. Provided timelier outcomes to complainants and officers involved.

Coordinated professional emergency and event management expertise and emergency planning. Reported direct to an Assistant Commissioner. Managed a government key counter-terrorism priority: the installation of a fibre optic connection and CCTV cameras between the Police Operations Centre and the Adelaide Oval.Implemented recommendations from the Burns Review into the State-wide blackout: developed a cross-government agreement on a ‘black system’ event including a CBD evacuation plan and gained cross-sector agreement to deliver crucial services to the community in these events.Managed a large scale Australia and New Zealand Counter-Terrorism exercise in South Australia which involved the deployment of more than 150 staff from SAPOL, VicPOL, ASIO and WAPOL.Built a high functioning team to manage major events including the Tour Down Under, the AFL season, The Royal Show, The Christmas Pageant, international soccer matches and the Prince of Wales Royal visit.

A major project to support the Criminal Justice Sector Reform Council (CJSRC), chaired by the Attorney-General. Reported direct to an Assistant Commissioner. Project managed a self-sufficient summons delivery model, which used high-end technology. This included a new subpoena model, an adult cautioning model to divert low-level offending from the system, which reduced court backlog and a transparent bail review process. Created significant cross-sector FTE savings.Introduced prosecuting solicitors into SAPOL to work with police prosecutors, which reversed a decline in interest in police prosecutions. Worked with union to overcome resistance to enable a successful implementation. Created year-on-year productivity savings for the criminal justice sector.Gained project resources from external agencies to fast-track legislative change. Led the cabinet submission process and implementation. Represented SAPOL at Director and Executive Director level. Made representations to the Attorney-General, the Chief Justice, the Chief Judge and CEOs of government agencies, to garner support for the project.
