About Adam Packer
My tax consulting practice at Andersen is based primarily on international tax quantitative modeling for large U.S. multinational corporations. I am building the next generation of the firm's international tax tools. As an attorney that focuses of developing complex models, I try to make myself a bridge between tax technical legal analysis and technology development. Formerly, as part of the International Tax Quantitative Services National Practice Group at EY, I co-developed large scale models to assist corporations in calculating the effect of the TCJA on their international operations, including the EY ITS Engine and PTEP Register modeling tools. I helped teams across the U.S. use these tools with their clients, and I also worked with several of the firm's key clients to implement these tools in their internal tax operation.

At Questar I worked closely with the corporate general counsel addressing legal issues in diverse areas of the domestic natural gas industry. This experience introduced me to the structure of the U.S. energy industry. I monitored the development of state and federal legislative proposals to regulate greenhouse gas emissions. As part of this responsibility, I studied the structure of multiple carbon emissions "cap and trade" programs. This included not only the statutory structure of the programs, but also the wide range of associated economic impact projections. I also spent significant time reviewing legislative committee hearings on cap and trade proposals. I also prepared an inter-company white paper comparing energy infrastructure technologies.
