Deputy Branch Chief, J6 Systems EngineeringUs Joint Forces Command Feb 2009 - May 2010In February 2009 I returned to active duty at the request of US Joint Forces Command as a staff officer in the J6 to support the founding of the command’s office of the Designated Approval Authority (DAA). Appointed the deputy branch chief my first task was to get the office up and running. I took responsibility for handling all logistics and administrative work to build the new office environment and in-process the new engineering workforce. Once settled I was assigned management of $10 million annual budget for Life Cycle Management (LCM) of command’s NIPRNET and SIPRNET environments. I reviewed requests for resources and prepared procurement documentation for submission. I brought with me the assignment of action officer (AO) for Certification, Testing and Accreditation (CT&E) of Cross Domain Solutions (CDS) throughout Combatant Command (COCOM). Partnered with DISA to develop an enterprise CDS for Microsoft Office SharePoint Server (MOSS) portal replication; the first COCOM level CDS Enterprise (CDES) service for CDS file transfer. Additional staff duties included developing branch work processes, supporting development of JFCOM policies such as Data at Rest (DAR), Computer Network Defense (CND) Incidence Response, and Cellular device use; researching and answering command level Requests for Information (RFI), evaluating security risk (CT&E) of J6 engineering projects and assigning Joint Reserve personnel within ODAA. -
Technical Advisor Jmno Jt&EScientific Research Corporation Mar 2006 - Feb 2009Norfolk, VaI independently designed, installed and configured the office communication networks which included a state-of-the-art secure wireless local area network. I coordinated support from base agencies and supervised installation of additional electricity, telephones, and furnishings; also designed the program lab and acquired equipment from a DoD warehouse to reduce costs. Once the office was setup I executed command visits throughout the country to assemble tactical network architectures from each Service which was used to develop a robust, joint enterprise architecture for seamless tactical data communications. After authoring the first draft of the joint data communications Tactics, Techniques and Procedures (TTP) I became the team lead of both the main TTP and Information Assurance (IA) TTP working groups where I managed team product development, which included support from Naval Postgraduate School (NPS), MIT Lincoln Labs and representatives from each Service. I presented the IA TTP to the Department of Defense IA working group and the Theater Joint Tactical Network Configuration Control Board for inclusion in the DoD’s joint communication publication (CJCSM-6231). I also attended planning conferences and exercise observations as the TTP SME and independently developed and managed the execution of a risk reduction exercise at NPS in preparation of full scale tests. Developed and delivered 2 hours of IA curriculum for TTP training videos. I worked with DISA and the TJTN on accreditation of both TTP and worked to ensure both were incorporated into CJCSM 6231 by the Joint Staff J-6. -
