Ukraine: Infrastructure advisor and team leader working with the Minister of Infrastructure of Ukraine and senior Ministry officials in Kyiv, Ukraine. Provide a variety of project development consulting and advisory services to the Ministry of Infrastructure in the areas of project finance, seaport, inland waterway, railroad, road, and airport finance issues. In addition helped develop a donor relations strategy and and coordinate efforts with colleagues in the US and other embassies, NGOs and IFIs.Team Leader - Coordinate efforts of Office of Technical Assistance infrastructure team with US Embassy, European Commission in Ukraine, EIB, EBRD, IFC, World Bank and other Embassies working in the transportation sector. Support other team member efforts in railroad and aviation sector reform and financing.Railroad Station, State Stevedoring Companies, and Road concessions: Support counterparts analyzing options for private sector financing of public infrastructure assets. Concession Law Reform - Participation in multi-ministry working group analysing existing laws on concessions, suggesting areas to amend, work with international legal consultants tasked with drafting legislative amendments to existing laws on concessions including planning for implementation of concession strategy. Jamaica: Assist colleagues and counterparts working with the Ministry of Finance and the Urban Development Corporation on financing options for the Government Oval Project, parking facility projects, and water infrastructure. India: Work with counterparts in a variety of municipal governments preparing them to issue municpal bonds in the Indian market.
