- Directs and supervises the activities of assigned personnel in the Commercial Affaires Dept.- Prepares the Tenders/Purchase Orders documents required for KGOC – Head Office in co-ordination with User departments , ensuring the require Terms/Conditions according the type of the Contract/Purchase Order ( Construction Contract-Service Contract-Consultancy Contract- Service Agreement) in addition preparing the following:-- Qualified Bidders list.- Pre-Tender Meeting.- Addendum and clarifications.- Evaluation Criteria.- Evaluation Commercial and Technical Bids.

- Drafts tenders and contracts for large engineering/construction projects (EPC Contracts, Service Contracts/Agreements, PMC Contracts , construction Contracts, all type of Purchasing Contracts) and prepare pre-qualification packages with the technical/requesting department. Ensures that the tenders and contracts are thoroughly reviewed for contractual, legal, safety, risk management, financial, tax, and accounting issues and provisions prior to submitting to management/client for approval.- Prepares pre-qualification documents for different types of contracts in conjunction with job officers/project engineers and recommends bidders list for approval.

--- Drafts tenders and contracts for large engineering/construction projects (EPC Contracts, Service Contracts/Agreements, PMC Contracts FEED/Pre FEED Contracts, construction Contracts, all type of Purchasing Contracts) and prepare pre-qualification packages - Prepares pre-qualification documents for different types of contracts - Responsible for development of tendering and related documents,- Plans and executes pre-tender and pre-contract stages, including commercial evaluation of tenders received.- Provides support service when required in “interpretation of contract” during the course of the contract .- Participates as a member of the negotiating team for technical and commercial evaluation of tenders.- Conducts contract administration, and customer contact activities to provide for proper contract fulfillment .- Progress claims and Contractual matters. - Identifies contractual problems and possible claims by contractor and takes appropriate action .- Prepars commercial/contractual evaluation including analysis of quoted rates and prices.- Ensure that all important contracts correspondents are maintained in order to document discussion raised at any meeting (e.g. Minutes of meetings etc.).

Prepares contracts documents for head office projects / applications and review with the relevant departments in the company all proposed contracts conditions excess of 30,000 values. Includes;- studying and editing technical and non-technical scopes of work for proposed company projects; attaching/listing relevant contract conditions and commercial terms; checking and validating Contract Requisitions (CR) received from controlling groups; b) Checks tender documentation prepared by subordinate for Minor value contracts and reviews related reports, adjustment orders and correspondence, advising on content as necessary. c) Participates in pre-tender meetings and endeavors to resolve any contractual problems might occur. Includes;- interpreting contract terms and conditions with contractors/or sub-contractors; d) Monitors contracts progress and resolves any contractual problems might occur. Includes;- analyzing & evaluating all contractual claims received from contractors which relate to increased cost, liquidated damages or time extensions their validity; e) Obtains/ or recommends justification concerning adjustment orders, letters of agreement and contractors’ claims from WJO. Includes;- providing advises on corrective .f) Determines lists of approved Contractors/bidders in coordination with Contracts Department. Compiles and Obtains Verification of pre-qualification documents/Manufactures and their principal

1- Conduct feasibility studies to access the financial and technical implications of proposed projects, co-ordinate as required with senior engineers of other disciplines, participates in defining scope and standards and submits complete packages 2- Write technical specifications of various projects and materials considering project’s design, University’s standards and requirements and all other engineering aspects, which affect the projects.2- Participate in evaluating the pre-qualification of all bidders, submit recommendations based on details design studies and analyses of bidders financial and technical capabilities and similar projects executed by Bidders.3- Attend the pre – tender and pre–award meetings, provide technical support, answers queries and clarification of bidders representatives, and ensures that proposals under review are in line with University’s stipulations and requirements.4- Participate in technical evaluation of bids received and the selection of most suitable contractors for affecting the projects; .5- Review contractor’s details drawings and specifications, ensure conformity to contracts terms and design drawings, 6- Supervise engineering construction work carried out at project site by conducting daily visits, or through reports . 7- Study requests for additional work to be executed by contractors at site; 8- Investigate trouble spots and institute corrective measures and ensuring rectification is carried out by contractor.
