    Co-founder of Humanitarian Outcomes, an independent research organization providing evidence and policy advice to inform better humanitarian action. I helped grow the organization to become a recognized thought leader within the humanitarian sector. I have directed or contributed to over 30 evaluations, policy consultations and research projects for governments and international organizations. My experience includes leading teams of up to 10 people, and managing a wide variety of developing-country local research partners in conflict and fragile states. I manage programs which utilize a wide variety of quantitative and qualitative research methods, including building primary data sets, utilizing qualitative software tools, and designing and implementing multi-language survey instruments for online, remote mobile phone, or in-person/focus group purposes. I have a long-track record in working with clients to deliver high quality products. Two of the most significant pieces of work include directing a three-year multi-disciplinary study on how to deliver aid in the most insecure settings. And co-founding and directing the Aid Worker Security Database (AWSD) the sole comprehensive global source of incident data affecting aid workers. The AWSD is used by governments and international organizations to inform their decision-making regarding their aid operations.

    ODI is a research institute that focuses on improving the lives of the world's poorest people. I led a cluster of research on international humanitarian aid, including aid financing, institutional and system-wide reforms, and policy development in humanitarian response. I led or contributed to over 20 independent research studies and evaluations, including with multidisciplinary teams utilizing different methods to answer complex questions regarding how to provide assistance to conflict and fragile states.Major work includes contributing to the first evaluation of a new coordination model for the humanitarian sector, leading a study on the role of the military in humanitarian response, contributing to a monitoring and evaluation of the first mechanism for 'common funds' for humanitarian action, and co-leading a body of work on how organizations provide aid in insecure environments.

    I held advisory and policy/program roles with the Australian Government's aid program (AusAID). In 2000-2001 I was the adviser to the Parliamentary Secretary to the Minister for Foreign Affairs on the implementation of the government’s $1.7 billion international aid program, including supporting decision-making on all aid program financial approvals. In 1999, I was posted as a Senior Civilian Adviser with the Australian Army to the Multinational Peace Monitoring Force, Bougainville, PNG, South Pacific, where I advised on the political and development issues of relevance in the peace process and ceasefire agreement, as well as the rehabilitation of Bougainville. Prior to this, I held responsibilities in policy development and country-programs. I was part of the drafting team for AusAID's Good Governance policy, and I helped mainstream AusAID's gender and development policy throughout the aid program. I was a Program Officer for the Philippines Country Program and Asia Regional Programs, responsible for contractual management and program performance as well as agreements with UN humanitarian and development agencies.
