About Adele Burnes

I am committed to economic empowerment, economic development, technological solutions to the worlds greatest challenges, educating people for the jobs that exist both today and in the future and ultimately creating a more fair, honest and equitable society. While my career has spanned government policy, non-profits, education, technology startups and large corporations, this common thread of economic empowerment and economic justice has flowed throughout. My super powers include operational excellence, leading teams towards focused priorities, designing and implementing better processes, explaining things, identifying gaps and coming up with creative solutions to fill them, and spending wisely, to name a few. I thrive in mission focused organizations where I can feel passionate about the impact of the work and leverage the many skillsets I’ve gained over the years to work with and through others to help both people and the organization thrive.

Adele Burnes Work Experience Details
  • California Department Of Industrial Relations
Deputy Chief, Division Of Apprenticeship Standards
California Department Of Industrial Relations Oct 2021 - Present
    Oakland, Ca, Us
I am working across the state of California to expand registered apprenticeship to every sector of our economy. Our Governor has set an ambitious goal of 500K apprenticeship by 2029, and we want to ensure that in this labor crisis we are in that businesses embrace apprenticeship as a mechanism to become creators and not just consumers of talent. In addition, apprenticeship is a powerful earn and learn mechanism that young folks and career switchers should have access to, regardless of the sector they want to enter. I am here to help shape the policy and strategy to make this all happen across CA.
  • California Community Colleges
    Regional Director Of Apprenticeships
California Community Colleges Sep 2020 - Sep 2021
    Sacramento, Ca, Us
As Regional Director of Apprenticeships for the Bay Area Community College Consortium (BACCC) I worked to expand apprenticeships in the Bay Area. I worked directly with the 28 Community Colleges of the Bay Area along with the K12, Adult Education and County Offices of Education and ROPs to offer education and technical assistance as folks consider and embark upon launching and expanding new and innovative apprenticeship programs. I also represented the Bay Area Community Colleges at the State and National Level in shaping a system of apprenticeship that creates accessible and equitable onramps to a career. As a country, we are in the early stages of expanding this incredibly effective workforce development mechanism and I am excited to be helping advance the cause of expanding apprenticeship and helping to ensure that we are doing so in a sustainable and equitable manner.
  • Year Up
Sr. Director Of Operations And Strategic Planning
    Year Up Feb 2019 - Aug 2020
    Boston, Massachusetts, Us
I drove strategic planning for the largest market of this nationally scaled workforce development non-profit, convening relevant stakeholders, gathering diverse perspective and prioritizing towards action. In particular, I managed a high performing operations team of 12 people spread across the 4 sites of the Bay Area (San Francisco, Menlo Park, San Jose and Pleasant Hill), supporting an overall staff of 150 people to serve 640 students per year. My leadership philosophy is very much about supporting empowering my team to do great work, which is why I am very proud of having an average manager rating of 4.4/5 from my direct reports. I improved processes and implementation of physical site operations, volunteers, events, marketing, internal and external communications, onboarding and offboarding employees, and leadership team strategy. In the realm of financial management I oversaw a $20M budget, outperforming on revenue and managing compensation and operating expenses to come in under budget, resulting in our market overall contributing to the national organization. Increased transparency around decision making and cross site communications are incredibly important to me and to achieve this, I leveraged all hands meeting times along with technology platforms such as Slack, Wordpress sites and Box.

MTC is a quasi government agency whose mission is technology based economic development. While at MTC I worked on the Broadband Initiative which was devoted to bringing high speed broadband connections to every business and resident in MA. At MTC I assessed the broadband marketplace in Massachusetts through data collection and created an effective statewide map of broadband competition at the municipal level. In response to the lack of broadband in Western MA, I worked with a team to develop a solution and we briefed high government officials on the issue resulting in the creation and passage of legislation to establish a $40 million Broadband Incentive Fund managed by the MTC. In preparation to launch the now existing Massachusetts Broadband Institute, we drafted a business plan, including budget, personnel, and investment strategy.
