· Accountable for cash management functions including approving fund request from the Office of Personnel Management (OPM) for claims payment.· Reviews and presents periodic financial report and advises management on financial conditions.· Ensures the department performs internal control oversight in compliance with Federal Employees Benefits Program (FEHBP) audit guide.· Ensures that appropriate financial regulations and controls are in place. · Establishes and maintain policies and procedures for effective financial and non-financial internal controls to mitigate risks and weaknesses.· Oversees the annual accounting, financial and operational audits.· Plans, executes and coordinates financial and non-financial internal control and oversight, including financial audits and performance reviews.· Manages the development of a team of 10 employees and communicates personnel action (such as career development plan and performance reviews).· Develops and analyzes past, current, and projected workload projections. · Plans, monitors and tracks work-in-process for the department.· Identifies and distributes work to team members based upon priority, complexity of tasks and capabilities of team members.· Acts as a liaison to Customer Service to ensure proper, timely claim payments and determine and system improvement. · Develops performance plans and monitors team performance.

• Apply principles of accounting to analyze financial information and prepare financial reports.•Assist with the development and implementation financial report in support of financial planning for internal and external customers• Reconcile different accounts, bank accounts and investment account.• Compile and analyze financial information to prepare entries to accounts, such as general ledger accounts, documenting business transactions.• Create general ledger using Peoplesoft.• Coordinate with the Peoplesoft Support group for Peoplesoft implementation in the department.• Devise and implemented manual and computer-based system for general accounting.• Document revenues and expenditures expected and submitted to management.• Generate daily report of cash flow to the management
