I was brought in to initiate an effective culture of programme and project management within the Transformation workstream, and identify programme synergies, efficiencies, risks and solutions. I worked with workstream colleagues to develop and maintain the Transformation programme plan for 2014/15 and in particular to identify, organise, prioritise and ensure delivery of a wide-ranging programme of Transformational Activities and Interventions for a unique whole organisation Change Management Programme; this programme had an audience of circa 15,000 employees and I assisted with the delivery of numerous employee support interventions including event-based, communications programmes and via the web.I set up the overall programme plan and encouraged the project leads to think more strategically, objectively and with fantastic delivery in mind. Bringing some rigorous planning to the programme has enabled a suite of significant colleague engagement events and communication campaigns to support colleagues through a significant period of transformation and change.

I provided rigorous support to the Workstyle programme, which aims to provide flexible smarter working to Hampshire County Council and partner organisation colleagues, improving the efficiency of the corporate estate through better designed and integrated office designs. Acting both as a client representative for over 600 staff and colleagues moving to a new office and way of working as their Business Change Manager, I offered ideas, support and change management expertise to the workforce and also manage client requirements for the new offices. In particular I was responsible for rational application of workspace planning and Health and Safety at Work principles. The aim was to identify an optimum work space plan and then communicate this to staff in accordance with legal requirements and, where applicable, safety guidance. A significant element of this work was to work with colleagues and their managers to provide guidance, steer and support in changing how they work to become more efficient, but also to empower them in taking responsibility for moving to flexible smarter working.

Achievements• Led the preparation, consultation and finalising of a strategy to increase the overall use and quality of recycled and secondary aggregates in Hampshire, using £30k of external funding from DEFRA• Leading two small-business engagement programmes in Portsmouth and North East Hampshire funded through £90k of Central Government funding• Delivering a key project, successfully increasing public and private sector participation in multi-material recycling, including tonnage diverted, increase in materials recycled and organisations involved (Government funded, through successful WRAP bid)Responsibilities• Working through a local network set up in previous post, then initiating and expanding the recycling capabilities of local public sector organisations, actively influencing and encouraging behaviour change • Successfully delivering research and stakeholder engagement projects, defining barriers to recycling of construction, demolition and excavation waste and preparing agreed action plans
