As part of Hull2017 bid-writing team, led coordination of the programme content for the final bid submission from Hull to be UK City of Culture 2017. Key roles:• Facilitating programme proposals from independent cultural sector in Hull, Hull City Council, and arts sector partners, inputting to drafting of Final Bid copy, preparation and coaching of final presentation content for judging panel in Derry.• Devising and contracting projection of film portraying the making of Richard Wilson's Slipstream sculpture in Hull onto The Deep, featuring as part of a visit by international delegation and Chair of Arts Council England.After award of UK City of Culture 2017 to Hull in November 2013, contracted as Programme Lead to maintain and continue development of programme content set out in the Final Bid• Led development of tendering process for venue feasibility study to inform Hull application to host Turner Prize in 2017.• Led partnership with BFI in tendering for jointly funded consultancy to undertake research towards a film strategy for Hull.• Led relationship with Arts Council England, Google and AND Festival, in developing Digital Utopias national digital conference hosted at Hull Truck in January 2015.

• Led development of consortium bid from Hull to Arts Council England Creative People & Places programme, co-facilitating sector consultation, co-devising conceptual framework, ensuring stakeholder support, collaborating on bid writing, successful in securing £3m for three-year plan of activity.• Initiated discussions with key arts infrastructure organisations in Hull, resulting in establishment of Cultural Collisions Network, convened Network meetings.

Wrote Hull Freedom Festival's application to Arts Council England Catalyst programme, successful in securing £250,000 funding for strategic development.

• Led the development and devising of a rational and structure for a national 'Digital Innovation' fund presented to senior management and Executive Board.• Wrote Arts Council England's submission to UK Film Council consultation on its 2010/13 business plan.• Led Arts Council England's relationship with Channel 4 under the joint Arts Partnership Agreement, including identifying and negotiating projects to co-commission, with particular focus on digital cross-platform and artist-film projects, and negotiations with 4iP on joint investment, ultimately with Channel 4 Director of Creative Diversity.• Led for Arts Council England on Cross Art-Form Venues (CAVs) initiative, supporting these organisations as pioneers of culture-led regeneration, negotiating with UK Film Council.

Key roles at regional level:• Initiated and led Arts Council England involvement in major regeneration project in Castleford, negotiating with local communities, regional agencies, independent production company and broadcaster to influence the ambition and nature of the art commissions integral to the project (broadcast on Channel 4 as Kevin McCloud and the Big Town Plan 2008).• Initiated and led regional consultation with 35 key visual arts organisations and practitioners to establish a regional strategic development plan for visual arts infrastructure, specifically designed to facilitate ownership and direction from expertise within the sector; subsequently provided the basis and structure for the regional Turning Point Group.Key roles at national level: • Led for Arts Council England in co-commissioning research with UK Film Council and AHRC on role and significance of CAVs - resultant report Crossing Boundaries (2008) by Tom Fleming Associates. • Led Arts Council England development of national delegations of artists and producers to SxSW Interactive in Austin, Texas in 2009 and 2010. Secured funding for commissions collaboratively produced by the delegates and premièred at SxSW.

Led for Yorkshire Arts in negotiations around the regional impact of the creation of the UK Film Council (2000), and proposals for establishing regional screen agencies.
