Activities included the stakeholder communication and challenge processes, building of the Table C investment plan, preparation of the audit trail suite, and management of the Reporter audit programme for capital maintenance elements. Deliverables included promotion of the Early Start CapM programme. Within this role Adrian was responsible for a programme of scoping surveys of 700 non-infrastructure assets to identify asset health and from this assessing capital maintenance interventions, development and management of risk scoring and investment prioritisation, development of the CapM costing processes and costing of over 5,000 equipment level investment needs.

Adrian was responsible for the development of the scope and establishment of the teams, and smooth running of the following major water sector projects: Water Balance, Area Based Charging, MEAV, and the 2,500 site Non-Infrastructure Asset Survey to establish the baseline asset health position.Programme sponsor responsible for implementation of scheme and contractual liability assessments for 100 under-performing projects.Cost Base – Lead auditor responsible for the review of Q&SIII capital and opex costing methodologies, compliance with Scottish Executive and WIC requirements, adequacy of audit trail and recommendations for improvement of the costing methodology. Technical Specialist involved in the preparation of the Ofwat standard specifications for the Cost Base PR04, as well as the assessment of Draft and Final Business Plan Cost Base submissions for the water and sewerage companies in England and Wales.

Various Projects, UKAdrian has worked variously in design lead, project manager, resident engineer and project director capacities for all the English and Welsh Water Companies and has designed and delivered the full range of water and wastewater infrastructure and non-infrastructure projects, including the construction management of chemical dosing installations.Various Projects, InternationalAdrian has acted as a Team Leader on behalf of the World Bank and DFID on a variety of national and regional water company transformational improvement projects in the developing world spanning three continents. These roles included operational and asset improvement plans, transaction advisor function, bottom up investment portfolios in the £1bn range, statute reform and drafting, private sector participation contract design and bidding, willingness to pay and asset management plans.

Adrian worked for the Commonwealth Development Corporation for the upgrading of 27 water treatment plants in Africa. This role was to lead the design and construction activity of in-house construction unit to provide upgrading and new build potable water treatment works for communities up to 25,000 population.
