The HBCU Information Sharing and Analysis Center (HBCU-ISAC) is a non-profit organization located in Washington, DC that provides a central resource for gathering information on cyber threats (in many cases to HBCU critical infrastructure) as well as allows for two-way sharing of information between and among HBCU operations staff and their suppliers.

Following the 2017 Atlantic Hurricane Season, which will long be remembered as one of the busiest and most destructive hurricane seasons on record. Seventeen named storms, 10 hurricanes, and 6 major (Category 3 or stronger) hurricanes tore through the Atlantic Basin. Hurricanes Harvey, Irma and Maria combined to producing over a quarter of a trillion dollars in damage across the United States. Led the coordination information technology operations across Department of Homeland Security and its component to support the nation’s response. The executive responsible for establishing the strategy and course of action for re-establishment of communications and technology for the U.S. Caribbean Territories in the aftermath of Hurricanes Irma and Maria. In this capacity, responsible for:• Continuity of communications for the U.S. Virgin Islands and Commonwealth of Puerto Rico government leadership and other critical infrastructure stakeholders• Planning and implementing a state of the art survivable and interoperable communications infrastructure for continuity of critical government functions required to provide public safety for the people of the U.S. Virgin Islands and Commonwealth of Puerto Rico• Developing, deploying, and sustaining a modern and resilient digital smart infrastructure required to support current and future economic needs of U. S. interests across the Caribbean.

Serves as the Agency IT Executive. As the FEMA Chief Information Officer, serves as the Agency's Authorization Official and provides the information technology infrastructure to execute FEMA's preparedness, protection, response, recovery, and mitigation missions. Mr. Gardner is also responsible for ensuring the health and welfare of the mission essential systems that deliver national capabilities in response to threats and hazards that pose the greatest risk to the safety of citizens and security of the United States.

Served as the Goddard Flight Center's IT Executive and accountable for NASA's mission communications networks that ensured reliable space-to-ground communications critical to all NASA missions. As the Center's Authorization Official and the Senior Executive responsible for Goddard's Network Integration Center, provided the primary operations center for coordinating the communications of missions using the Near Earth Network and Space Network. Capabilities include robotic satellite missions, as well as all human spaceflight missions.

Provided the information technology infrastructure required to provide timely, accurate, and available environmental monitoring, prediction, and forecast data and information to citizens with the ultimate goal of protecting life and property. Oversaw the day to day operations of the National Weather Service Telecommunications Gateway which operated and ensured the continuous acquisition and dissemination of NWS and other domestic and foreign hydrometeorological data and products. The primary remote locations were with the National Weather Service specialized modeling centers, the commercial meteorological community (e.g., AccuWeather) and major international communication switching centers (e.g., Operational Meteorological [OPMET] data bank) The international switching centers are provided on the main trunk of the World Meteorological Organization's Global Communications System.

Reponsible for the oversight and execution of the Department of Energy's IT Capital Planning, Enterprise Architecture, E-Government, Geospatial, Records Management, and Spectrum Management programs. Spearheaded efforts to bring value to program and staff office stakeholders, through striking an effective balance between compliance with IT requirements and mission enablement.

Coordinated and oversaw the overall Department of Energy Cyber Security Program and enhancement initiatives to include the strategic deployment of security software and appliances across the DOE network and the Department's incident management program for classified and unclassified computing.

Led effort to win the largest OMB Circular A-76 Award in the Federal Government at that time. The Department Awarded a seven year $1 billion dollar award to a populated 8a Small Business Populated Joint Venture Energy Enterprise Solutions, LLC formulated by Department of Energy's Most Efficient Organization to support the Department's information technology requirements as a result of a DOE A-76 IT Competitive Sourcing Study. The award at that time was one of the largest Federal information technology services contracts ever awarded to a small business.
