Led the American Language Institute, SDSU, the largest self-supporting university-governed English-as-a-Second Language institute in the US. Supervised multiple organizational tiers comprising 3 divisions: English for Academic Purposes, Intensive English Communications, and Business English. Recruited 3000 culturally diverse students annually from over 50 countries. Hired, retained and evaluated a faculty and staff of over 120. Independently funded the Institute through grants, special programs, increased enrollments, and international referral agents. Contracted with private sector and government agencies. Managed a $7 million budget. Conducted business in over seventeen countries. Spearheaded the identification and development of new programs in critical foreign languages at advanced proficiency levels. Collaborated with the Language Acquisition Resource Center, San Diego State University on grant proposals and language programs. Served as liaison with colleges and universities. Wrote a successful proposal to subcontract with General Atomics on a grant project with International Science and Technology Center, Russia, to retrain Russian nuclear scientist for peaceful pursuits. Represented SDSU and the College of Extended Studies at the Chinese Education Association for International Exchange (CEAIE) Conference in Beijing China. Visited all sponsoring foreign (primarily Middle-Eastern) embassies in Washington, D.C. annually for seven years. Visited the Saudi Arabian Minister of Education in Riyadh, Saudi Arabia to present a proposal for teacher training submitted by the College of Extended Studies, San Diego State University (April 2001). Wrote successful proposal for a major Japanese language firm to develop teacher-training curriculum and send teachers to Japan. Oversaw the conducting of a teacher-training program for 40 high school English teachers from Taejon. Wrote successful proposal for the Korean Ministry of Home Affairs.
