• Leading customer engagement and support for the integration of 12m+ first generation smart meters into the centralised national service. With electricity and gas supply to over 6m households at risk, operational.
• Facilitating customer planning for migration of meters through seminars, one to one workshops and broadcast updates - gaining highly positive customer feedback for support and care
• Advising customers on commercial supply chain activities required in conjunction with DCC
• Feeding customer views, opportunities and constraints into DCC planning processes and development of Govt. regulation

London

• Led the DCC programme to centralise communications for deployed first generation smart meters. Implementing innovative Agile methods in a waterfall environment to integrate millions of domestic electricity and gas.
• Development of vision and approach to meet Govt. policy and increase DCC revenues by £30m/yr
• Integrating Agile processes incorporating User Needs, regulation and assurance into waterfall structure
• Built and led the DCC team with multiple technical and business disciplines
• Built and ran a rapid prototyping capacity using Agile methods, public cloud and IOT services
• Successful handover of Programme Director role to incoming permanent employee

The MoD CORTISONE programme is replacing key IT assets holding medical records of service personnel. In this short term advisory role, I led a team of consultants and clients in creating a vision for applying Agile methods to the option evaluation and User Needs Discovery process. This moved beyond traditional MoD requirements gathering to consider User.

• The BSA is undertaking a service transformation that will digitise many transactions currently handled using paper. In this short term advisory role, I led development of vision and investment cases for:
• Digitisation, transforming services for end users and the supply chain model that provides these
• IT Infrastructure Services re-procurement, disaggregating the current monolithic contract to create agility and improve value for money

Commercial and Finance Lead for major IT enabled business transformation. Breaking new ground for the SFA through the procurement of Cloud services and Agile development teams through G-Cloud and Digital Services Frameworks and SIAM services from the SFA Integrator. Driving business value at the forefront of Government “Digital by Default” strategy working.

Army HQ, Andover

I led a team from three separate companies working with the Army Deputy CIO to review Capability Management tools, processes, resources and skills gaps in the C4ISR Capability area. Additionally, I developed an evolved operating model for the Army CIO function, including setting portfolio priorities across CIO customers, end users and delivery teams.Note.

• In response to the Ministry of Defence requirement for Defence Core Network Services (DCNS), I led the Business Transformation workstream of the Vodafone bid team. The End User cohort is MoD Civil Servants and Military.

• The LETacCIS team of 165 people spends over £200m/yr on defence equipment. I led the IBM team, planning, mobilising and accelerating the Transformation Programme to radically change the way the team procures equipment.

• Interim manager in the Managed Migration Directorate, the organisation at the forefront of immigration processes and biometric identification in the UK government. My role included:
• Creation of the business case for the Points Based System (PBS), a project to transform the processes of immigration decisions
• Creation of the business case for the Biometric Residence Permit (BRP), the first UK government project to produce biometric ID cards
