Engr. Palomar now serves as the CEO/President of RTWater, which oversees the overall operations and management of a water supply distribution system. In addition, he is the Chief Operating Officer of Total Water Solutions Inc (TWS).He has significant knowledge in conceptual design and planning, detailed engineering design, quantity and cost estimates, project packaging, tendering, and implementation of government infrastructures, public utilities, and other development projects as the Project Manager and Team Leader of various Municipal Water Supply Development Plan Projects. He also works as a Financial Specialist for feasibility studies to determine project financial viability. Engr. Palomar is also knowledgeable on Public-Private Partnership (PPP) modalities, and he has served as a consultant on ten (10) Unsolicited Proposal (USP) projects.Engr. Palomar's "End-of-pipe Waste Analysis and Integrated Solid Waste Management Plan" was published in the Civil Engineering Journal, an international journal. He has garnered his Masters in Business Administration in Ateneo Graduate School of Business. Among his major projects are the successful PPP Projects such as the Unsolicited Proposal for 5 different towns- Candaba Pampanga, Masantol Pampanga, Bacolor Pampanga, Cabiao Nueva Ecija, and San Leonardo Nueva Ecija, as well as the Unsolicited Proposal - Barangay Rio Tuba Water Supply Development Plan, as the project team leader.
