A cost controller tracks, analyzes and controls the costs associated with a project, such as large-scale construction projects where there are multiple subcontractors, inspectors and suppliers who all need paying. Day-to-day, you'll find her forecasting expenditures, planning budgets, classifying costs by type, tracking man-hours allocated to a project, verifying supplier invoices and managing change events that impact the budget. Cost controllers may perform these tasks alone, or they may work as part of a larger project teamLeading the overseeing of budgets, the duties will include, but not limited to:1. Preparation of budgets for the procurement of materials, capital cost estimating and the coding of projects2. Negotiating on client requirements for cost reporting and managing assets based on client methodology3. Conducting periodic reviews with the procurement team to assure forecasts are maintained and budget requirements are met4. Managing and forecasting project contingencies (risk analysis)5. Updating and maintaining the approved budget

•BOQ/Measurements: Preparation of Bill of Quantities/MTO from drawings and specifications. Develop method of measurements suitable to the job requirements. •As Built/Site Measurements : Checking, verification and agreement of as built/site measurements and quantification for Project Manager’s approvals.•Prices and Rates: Evaluation and analysis of prices and rates for review.•Cost Analysis and Assessment : Preparation of cost related analysis and it’s implications on the execution point of view.•Invoice Procedure : Preparation of invoicing procedure and develop mode of payments.•Claims and Variations: Evaluation of contractors’ claims and variations and prepare response to justify their claims.•Compilation and Formulation of Sub Contract Invitation to Tenders : Preparation of documents, compilation and formulation in order to issue to Sub Contractors. •Evaluation of Commercial Bids from Sub Contractors : Invitations, receipt of bids, evaluation, review of Subcontractors’ price, previous work experience and their performance. Draft preparation of procedures for contracts and subcontracts agreements.•Technical Records: Maintain technical records including site progress meeting minutes, drawing issues, direct labor hire/supply of plant, free issue materials, changes in scope of work and specifications.•Interim/Final Payment : Review and Evaluation of subcontractors’ interim/final payment applications for verification by Project Manager

Prepare tender refer to a set of inquiry prepared by the Contractor comprises all project requirement apple to apple as applicable to those specified by Company. By means of tender Contractor expects to get subcontractors able to offer the best execution planning in a reasonable price. Quality of the planning will be easily evaluated and scored based on their method statement, schedules of manpower, equipment, material delivery. Evaluation of administration and commercial matters will be done by Subcontract Department meanwhile technical matters will go to engineers of construction, discipline, QA/QC, HSSE. Based on accumulation of score then recommendation on successful bidder will be summarized and requested to PM for approval.

Responsibilities1) Perform cost estimating as part of the overall deliverable package for Customer2) Prepare individual project Total Installed Cost (TIC) estimates at or above Class 3 (L: -10% - -20%; H: +10% - +30%) by using budgetary quotations for major equipment and by referring to historical data and/or appropriate cost benchmarks and/or professional judgment.3) Work closely with Company and Companys contractors during performance of cost estimating & control services for Companys projects4) Develop and maintain Contractors processes and procedures related with cost estimating & control.5) Prepare detailed cost estimate for project execution covering all associated cost components (such as: detail engineering, construction, commissioning, equipment certification, construction management, procurement of goods & services, project overheads, etc.)
