BSRDA is an association headed by Ministry of Environment. It is the output of the BSRD to sustain its activities. Key responsibilities: • Work closely with Egyptian Government to develop and sustain activities of bioenergy market in Egypt, including need assessment and incentives structure. • Provide energy tools especially for rural areas.• Project proposals development, design, and coordination.• Write plans, concept notes, policy briefs, proposals, and recommendations on accelerating bioenergy development.• Developing partnerships through development of concept notes, strategies, road maps for action.• Work as incubator for entrepreneurs in the field of bioenergy.• Support women in Egyptian villages to have her own renewable and sustainable energy resources.• Coordinate with stakeholders and interested entities to spread bioenergy activities all over Egypt, • Select and test more biotechnology designs to be replicated all over Egypt based on a gradually spreading map.• Propose and test more than a technical and financial mechanism to follow and conclude with the best one to apply commercially to improve the sustainability and viability of bioenergy market supply. • Establish more youth specialized companies through providing technical and financial support for male/female entrepreneurs all over Egypt.• Install, monitor, and maintain more biogas units using different technologies according to the targeted areas. • Develop and deliver number of sessions/presentations on the importance of bioenergy to different entities and counterparts such as specialized faculties, National Council of Women, as well as specialized NGOs.• Monitors the implementation of project plans and activities; and • General coordination, management, and supervision of workplan implementation.

Bioenergy for Sustainable Rural Development Project (BSRD)The project objective is to remove the technical, institutional, information, financial, and market barriers to the increasing use of biomass energy in promoting sustainable rural development in Egypt. • Select and test best bioenergy designs to be replicated all over Egypt based on a gradually spreading map.• Propose and test more than a technical and financial mechanism to follow and conclude with the best one to apply.• Provide technical support, financial, and procedural support for the newly registered biogas companies (entrepreneurs).• Identifies and engages new partnerships that support the implementation and development of project activities in existing and new target governorates• Builds networks with relevant project partners to support and further develop project activities• Set up full bioenergy market in Egypt depending on knowledge transfer, capacity building of entrepreneurs and providing on-job training in rural areas.• General coordination, management, and supervision of project implementation.• Establish, maintain, and oversee the implementation of the Environmental and Social Management System (ESMS) with respect to UNDPs-Social-and-Environmental-Standards• Managing the procurement and the project budget.• Submission of annual Project Implementation Reviews and other required progress reports.• Ensuring effective dissemination of and access to information on project activities and results.• Supervising and coordinating the contracts of the experts working for the project.• Communicating with international investors and financial organizations to define fields of cooperation and attracting additional financing to fulfill the project objectives. • Ensuring successful completion of the project in accordance with the stated outcomes and performance indicators summarized in the project’s log frame matrix and within the planned schedule and budget otherwise.

Clean Development Mechanism / Awareness & Promotion Unit (CDM/APU is a new unit in Egyptian Environmental Affairs Agency (EEAA) and has been established since May 2009 under the activities CDM Component of the Joint Program of Climate Change Risk Management in Egypt (CCRMP). CCRMP has received the support of the UNDP-Spain MDG Achievement Fund. The CDM Awareness and Promotion Unit (APU) main role is to foster and promote CDM project development. Key responsibilities:The role is providing strategic direction for the CDM APU, managing activities throughout various stages of the project cycle, high level liaison, monitoring and evaluation and managing the CDM APU team. • Manage budgets for program work and resources planning. • Track expenses and allocate staff time against available resources.• Development and project tendering processes, fundraising, and stakeholder engagement.• Ensure that deliverables are finalized and delivered on deadline. • Oversight the consideration of the Environmental and Social Management System (ESMS) with respect to UNDP/UNEP/UNIDO-Social-and-Environmental-Standards• Set goals and conduct performance reviews.• Identifies and engages new partnerships that support the implementation and development of project activities• CDM cycle support (preliminary feasibility study, PIN preparation, Marketing, ERPA negotiation, PDD revision, validation & registration support) for many projects including renewable energy, fuel switch, waste heat recovery, energy efficiency in different sector as cement, petroleum, pumping stations, wastewater, waste management .

Key responsibilities:• Responsible for the planning and supervision of sub-project investments.• Recommend Technical Agreements between PMU and enterprises in support of the performance of proposed sub-project loans and the development of Environmental and Social Management System (ESMS) with respect to WB and EBRD standards.• Manage the procurement of sub-projects according to the agreed upon work plan and in accordance with established procurement plans and disbursement schedules.• Regularly supervise the work responsibility of the TST • Prepare procurement and physical progress reports as required. • Supervise the review of sub-project reparation documents. • Support industries in achieving compliance, planning and management.• Coordinate and monitor the technical assistant project staff and related activities as Egyptian counterpart.• Identify pollution prevention sub-projects in industrial enterprises to be financed from EPAP II and assist the enterprise in all procurement procedures.• Coordinate with different related donor-funded projects.• Ensure adequacy of documentation in support of sub-project applications.• Decide on marketing tools for EPAP II and provide guidance to attract potential projects.• Market of the benefits of the EPAP II financing package.

Key responsibilities:• To identify the sources of high nutrients load in the Sloterbinnenpolder;• To identify, describe and analyse a range of natural systems and processes that could be employed in stimulation of the self purification capacity of water bodies, and managing the urban water system;• To propose and assess potential Ecological Engineering measures, as an approach for utilizing the nature systems and processes, to decrease the loading of nutrients, particularly phosphorus, from various sources in the polder.• To help in achieving a good chemical and ecological condition in Sloterbinnenpolder before 2015 as requested by EAROPEAN Water Framework Directive EWFD; and• To maximize the utilization of Ecological Engineering for the effective management of the urban water system, as a contribution to one of the main European 6th Framework program, Sustainable Water management Improves Tomorrow’s Cities’ Health project (SWITCH) objectives.

Key activities during this period includes:• Assisting industrial companies in the process of applying for funding, from the project’s different packages (WB, EIB, KfW), performing marketing efforts to disburse the funds, to develop Cleaner Production and pollution abatement projects. • Reviewing applications, proposals and Environmental Audits (EAs) submitted by the companies.• Reviewing tender specifications, bidding documents technical and financial evaluation reports and contracts.• Carrying out field visits to investment project sites for the purpose of evaluation and follow-up after installation.• Assisting in preparation of Terms of Reference (TORs) in the process of assigning consultants for performing EAs.• Reviewing the reports prepared by consultants for different pipeline projects.• Assisting in preparation of self monitoring plans for different industrial establishments• Preparation of technical reports.
