Managed Organisational Design for MPS Change Programme 2015-2020; lead for redesign of vision, organisational strategy, services, people and culture for 46,000 officers and staff. Lead for Strategic Crime Prevention and Demand Management, coordinating at a national level.• Delivered a new organisational design for the MPS for 2020 onwards to achieve expected reduction of £800m (25% of annual operating budget) whilst improving the delivery to victims of crime and improving efficiency and effectiveness.• Secured support from Commissioner and Management Board to implement transformation from a Command and Control framework to delivery based on intelligence and demand metrics.• Established a data analytics team to provide the evidence base for comprehensive organisation transformation, delivering the first organisation-wide demand analysis for the MPS.• Delivered first ever London-wide assessment of demand to redesign the organisation on a service-based model.

Led the largest Confidential Unit in UK law enforcement agency (185 officers and staff); accountable for the collection, management, development and dissemination of covert intelligence for the MPS. Responsible for operational risk management including support to imminent threats to life, whilst protecting the integrity and security of high-value covert intelligence sources. Senior Responsible Officer for information management compliance up to and including GPMS Top Secret.• Designed and delivered an innovative new confidential unit for the MPS that placed analytics at its heart. Presented the model at national conference, which was adopted by the Home Office for introduction to all other UK forces and the National Crime Agency.• Led 185 MPS officers and staff embedded within partner agencies (located in London and across the globe), maintaining critical support to up to fifty concurrent serious & organised crime operations; • Coordinated development of covert intelligence including information from Counter Terrorism units and partner agencies and management of staff within those agencies for the MPS to streamline information sharing and improve operational effectiveness.• Developed a comprehensive suite of intelligence products to inform MPS corporate tasking decisions and support law enforcement activity from neighbourhood to national level. Deputy lead for the review and implementation of a fundamental redesign of MPS intelligence functions, which comprised over 40 separate intelligence functions and over 1,100 officers and staff.• Managed a project team, including senior police officers and Subject Matter Experts, drawn from intelligence and operational units.• Conducted a critical review of proposed detailed designs and re-designed to address operational risks and stakeholder concerns. Management Board approved and implemented the findings of my review.• Led production of key deliverables including Equality Impact Assessment, Implementation Plan, Service Level Agreements with customers and new Operating Manuals for intelligence staff.• Managed the implementation of the model, including relocation of staff to centralised hubs and reduction of 189 FTE staff posts (17% of workforce) with a saving of £6M.• Advised and negotiated implementation with Senior Responsible Officer, Chief Officer Groups and external stakeholders on design decisions, operational risk and project delivery

Designed, developed and led the research, development and analysis function within the MPS Confidential Unit making it the first implementation of covert law enforcement functions in England and Wales Police Services.• Established National Confidential Unit Analysts working group to lead covert intelligence analysis, training and SOPs within UK law enforcement• Designed and implemented £10m programme to increase substantially MPS intercept capacity and capability.• Integrated intelligence streams across a variety of MPS collection methods and national agencies to provide comprehensive intelligence assessments and analytical products.• Led surveillance-capable detective syndicates for serious and organised crime operations;• Provided critical real-time analytical capabilities to serious crime operations including kidnaps, threats to life and anti-corruption operations.• Maintained, audited and developed IT processes and systems within the MPS intelligence environment, including data analytics and information exchange.
