Core tasks include designing and delivering capacity building and skills transfer activities with law enforcement, prosecutors and judges, reviewing draft manuals and other training materials, drafting guidance material on key legal issues in trafficking in persons cases, providing technical assistance on draft legislation, convening expert group meetings. Leading the consolidation of a new Issue Paper which summarizes and expands on UNODC's previous Issue Papers on the definition of trafficking in persons in the Palermo Protocol on key concepts such as abuse of a position of vulnerability, consent and exploitation.
