Drafted Memorandum of Understanding (MoU) for establishment of Borlaug Institute for South Asia (BISA), a multi-center International Research Instituted with centers at Jabalpur, Ludhiana and Samastipur. Negotiated the MoU with Government of India (GoI) and concerned State Governments to obtain UN status for Borlaug Institute for South Asia (BISA), 540 acres of land at Jabalpur, 500 acres at Ludhiana and 150 acres at Samastipur, substantial financial grant from GoI.Completed regulatory & legal requirements for establishment of BISA.Recruited staff for BISA centers, drafted recruitemnt policy and fixed salary grades.
