Dedicated three decades work experience in Indian Civil Service assignments in Ministry of Communications offices under Govt of India after joining Indian Civil Service 1993 -IP&TAFS , straight from Delhi University ( SRCC , DSE , Law Faculty ). I embarked the Service career in the position of Chief Accounts Officer & later became the youngest Director Finance in Northern Telecom Region, GoI in 1998 . In NTR , I played a pivotal role in the formation of BSNL in 2000 from Department of Telecom Operation . Thereafter , worked on the strategic planning and operations of DoT units - JS ( GoI) equivalent headed Controller of Communication Accounts( CCA) , across India co-terminus with Indian States’ having Telecom License Service Areas where I consolidated , modernised and managed the northern India regional office of Pr CCA , Delhi . Later actively contributed as DDG NICF from 2015-18 in initiating , designing , developing the communication finance training capacity building at National Institute of Communication Finance (NICF) at New Delhi , that is recognised ‘ utkrit’ amongst premier API/CTI of GoI. At DoT as DDG , handled the issues of telecom customers , telecom companies , various telecom licenses, resolution of telecom policy issues, economic analysis , techno- legal issues, reforms in the service’s processes- digitalisation of life cycle of telecom services in telecom sector , telecom licensees life cycle management unified portal aka SARAS and SARAL Sanchar for DoT’s core functions . After Hon’ble SC verdict on AGR as DDG LF contributed in Telecom reform 2021 and resolved decades old pending LF demands with constructive approach - Streamlined AGR policy issues , legal intricacies related to AGR -LF, SUC and other dues.. Negotiated the Issues incidental to BSNL revival and AGR pending dues by converting them in govt equity expeditiously to destress its balance sheet. Coordinated in GoI on the issues of Telecom Finances and Taxation related to the telecom sector development with all the stakeholders for wider appreciation . With Economics, Finance and Law professional background , appropriate global exposure and work experience in govt / PSU economic policy , business strategy, financial management of companies accounts , corporate finance and restructuring developed Comprehensive business view of ICT sector.
